The Mayor of Eséka council, Contracting Authority, launches project owner, an open national invitation to tender for the construction of one hundred and four shops (104) and one warehouse in Eseka council, Nyong and Kellé Division, Centre Region, in procedure of urgency.

The works subjects of this contract include:

-  Preliminary works and studies ;

-  Earth work;

-  Foundation works ;

-  Elevation of walls ;

-  Form work and roof ;

-  Metelic works ;

- Carpentry works ;

-  Electricity ;

-  Painting ;

-  Drainage and surroundings.

Works to be realized are defined in the Technical Prescription Clause, in this Tenders File.

The estimated cost of the operation following prior studies is :

Lot N°1 à 4: Sixty five million francs (65 000 0000 F) CFA

Lot N°5: twenty million francs (20 000 000 F) CFA

The works shall be in a five (05) lots:

  Lot N°1 à 4: bloc of twenty six (26) shops

  Lot N°5: one (01) warehouse

The participation to this present call for Tender in procedure of urgency, is open with equal conditions to The all the Companies of Cameroonian right (law) and having skills in the field of buildings and public works.

, which justifies its activities in this domain, and which also fulfils the conditions required in the Particular Regulations of Tender which is a subject of document no 03 of this present Tender File.

 The present invitation to tender is financed by the public investment budget 2017.

     The tender file can be consulted at the Eséka council (general secretary), during working hours from the publication of the present tender notice.

The tender file can be obtained from the Eséka council ( general secretary) after presentation of a receipt as soon as this notice is published against payment of a non-refundable deposit sum of one hundred and ten thousand (110 000F) Francs CFA at the Eséka council treasury.

Presentation of offers:

Offers shall be presented in three (03) volumes as seen below,

-Envelop A contains administrative documents (volume 1) and technical offers (volume 2)

-Envelop B contains the financial offers (volume 3)

All the constituted offers (envelop A and B) shall be placed in a big external envelop and sealed, and should carry the inscription of the tender in question.

-The different document of each offer should be numbered in order of the Tender File and separated by indicated coloured presentation.

Each offer drafted in English or French and in seven (08) copies including one (01) original and six (07) copies marked as such, should reach the Eséka council (general secretary), located at the formal S.D.O’s Office Eséka, not later than the 21^st March 2017  at 12 noon and should carry the inscription

FOR THE CONSTRUCTION OF ONE HUNDRED AND FOUR SHOPS (104) AND ONE WAREHOUSE IN ESEKA COUNCIL, NYONG AND KELLE DIVISION, CENTRE REGION, PROCEDURE OF URGENCY.

FINANCING: Public Investment budget (PIB) – EXERCISE 2017

“To be opened only during the bid-opening session))

 The maximum execution deadline provided for by the Project Owner or Delegated Project Owner for the execution of the works shall be seven (07) months from the date of the signing of the Service Order for the start of works.

Every tenderer will have to supply a temporary, valid surety bond during thirty (30) days beyond date original of validity of the offers and will be established by a banking institution approved by Minister for Finance. The amount of this caution money Workbench by an excellent banking institution approved by the Ministry of Finance is :

Lot N° 1 à 4: 1 300 000 F (One million and three hundred thousand francs) CFA

Lot N°5:  400 000 F (four hundred thousand francs) CFA and the list of which is in appendix

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.

 They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

 Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

 This contract shall be published in the public contract journal.

 The bid opening for administrative and technical offers shall take place on the 21^st March 2017 at 1.00 PM by the Internal Tenders Board of Eséka council. This will be done at the conference hall of the formal Senior Divisional Officer (SDO) office Eséka.

 -Only bidders may attend or be duly represented by a person of their choice. Representatives should provide valid procuration singed by a Public Security Officer.

Just like the examination and evaluation of both the administrative technical offers, the bid opening of the financial offers shall be done in the same condition in a date which shall be communicated to Bidders whose administrative and technical offers were accepted

14.1-Main eliminatory criteria

1-      Absence or non-conformity of administration documents ;

2-      Absence or non-conformity of technical documents;

3-      Business capital in the last three(03) years, not less than or equal to 100 000 000 FCFA

4-      Business capital on the 2017 patente, not less than 50 000 000 FCFA;

5-      That has yet realized in the bulding domain (right up to final acceptance) projects of similar nature and volumes;

6-      Financial capacity of an amount not less than 40 millions francs for Lot N°1-4 and 10 000 000 FCFA for lot N°5;

7-      Omission of a sub-detail of a quantified unit in the financial offer;

8-      A satisfactory note of atlest 80% of the essential criterias 28 yes on 35;

9-      Absence of a sub-detail price;

10-  Omission of a sub-detail of a quantified unit.

14.2-Main qualification criteria

The project owner shall attribute the contract to tenderers whose were accepted and in conformity for the essential of the tender file and who also disposed a technical and financial capacity required for the execution of works satisfactorily and whose offers were evaluated the lowest bidder including the following.

A bidder can not be awarded more than one lot

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of tenders.
