Yaounde IV District Council hereby launches an open national invitation to tender for thesupply of vehicles with details as follows:

-          one 4x4 DOUBLE CABINE with air conditioner diesel pick-up vehicle;

The cost of delivering the vehicles under this invitation to tender shall be borne by CAYIV’s 2017 budget, imputation line 222-100 for twenty five billion (25 000 000) FCFA.

Tender documents may be acquired during working hours at the SECRETARY OF THE TECHNICAL SERVICES, BASED AT THE YAOUNDE IV DISTRICT COUNCIL EKOUNOU upon publication of this invitation to tender and upon presentation of a receipt showing payment of the non-refundable sum of THIRTY FIVE THOUSING (35 000) CFA F in the MUNICIPAL INCOME BASED AT THE YAOUNDE IV DISTRICT COUNCIL EKOUNOU. All submissions must comprise this receipt.

Tenders, which are to be drafted in English or French, submitted in 5 (five) copies (that is 1 (one) original and 4 (four) copies) and well-labeled as such, should be forwarded to the SECRETARY OF THE TECHNICAL SERVICES, BASED AT THE YAOUNDE IV DISTRICT COUNCIL EKOUNOU door No.2, or deposited against a receipt at the above address not later than  24/03/2017, at 1 pm noon, local time.

Tender documents should be put in 1 (ONE) separate envelopes as follows:

- Envelope 1 for administrative documents

-Envelope 2 for technical proposals;

- Envelope 3 for financial proposals.

The two envelopes should be put in one large, anonymous, sealed and stamped envelope, bearing solely the following:

The deadline for the delivery of the articles contained in this invitation to tender shall be sixty (60) days.

In addition to administrative documents, bidders should submit a bid bond worth THIRTY AND TWO HUNDRED THOUSING (320 000) CFA F issued by a first class bank approved by the Cameroon minister in charge of finance, and which features on the list appended to the tender documents under clause 11. It should be valid within 30 (thirty) days of as stated under clause 13.

Under pain of rejection, the other administrative documents (originals or certified true copies) must be signed by the issuing department or by an administrative authority (Senior Divisional Officer, Sub divisional Officer, etc), in accordance with the Specific Rules and Regulations governing tenders. Such documents must be less than 2 (two) months old or must be established subsequent to the date of signature of this tender.

Bidders who fail to comply with the provisions of this invitation to tender, in particular the lack of a bid bond issued by a first class bank approved by the Cameroon minister in charge of finance or the non compliance with models documents in this tender, shall be simply eliminated.

The two-phase tenders-opening session shall be conducted in the CAYDE IV’s tender board office at CAYDE IV’s head office building on 24/03/2017 as from 2:00 p.m., local time, by this Tenders Board, in the presence of bidders or their duly authorized representatives who must have a good knowledge of the tender documents and the regulations governing public contracts, in particular Decree No. 2004/275 of 24 September 2004 to institute the Public Contracts Code and the Decrees of march 2012 with the additional one of 05 august 2013.
