Within the framework of the Public Investment Budget, for the year 2022, the President of the Regional Council of the Far North Region, hereby launches in an emergency procedure an invitation to tender for the supply of office 2019 pack, Norton antivirus, desktop computer and photocopier for the Regional Council of the Far North Region.

The services to be provided by this contract include purchase, transportation, and handling of toolbox.

As far as services are concerned, an estimated amount of fifteen millions (15 000 000) F CFA is allocated for this contract.

ONE LOT

The application to this invitation to tender is opened with equal conditions to Cameroon-Law related firms and companies experienced in similar services and located in Cameroon.

       By this invitation to tender, interested companies are called upon to provide authentic information which  will be helpful for the choice of the one that can meet the needs of the required service after an in-depth and objective appraisal of its application file.

Services forming the subject of this invitation to tender shall be financed by the Public Investment Budget of the Regional Council of the Far North Region, year 2022, Heading: 222 190

Seven copies of each tender application written either in English or in French; one (01) original document and six (06) copies labelled as such, in accordance with the invitation to tender should be submitted in a sealed envelope against a receipt at the Regional Council of the Far North Region in Maroua, Services of the Secretarial General, by 28/10/2022 at 12.00 Am (local time). NB: Beyond the submission’s deadline any tender will no longer be received.

The execution deadline sets by the Project Owner for the supply is ninety (90) days. This period includes the Rainy seasons, weather and some other factors with effect from the day of works’ notification; signing’s date of contract.

Applicants will include for a provisional guarantee (bid bond) in keeping with the tender file model, issued by a first- class banking institution approved by the Ministry in charge of Finance. The amount in CFA F of the above-mentioned bid is indicated in the chart below and equal to not more than ten of the provisional cost all taxes include; that is to say an amount of three hundred thousand (300 000) CFA francs.

         A provisional guarantee is automatically to be released not more than thirty (30) days after the tender-validity expiry for the rejected applicants and after the establishment of the final one for the awarded ones.

Under penalty of rejection the originals and copies of the other required administrative documents (valid) should be certified by either the issuing service or an administrative authority in keeping with the requirements of the special tender regulation. They must date less than three (3) months and valid on the day of the tenders disclosure. These others required documents must compulsory be in process of validity in compliance with the prescribed regulation.

Tenders disclosure will be done in one stage on 28/10/2022 at 1.00 pm prompt at the meeting Hall of the Regional Council of the Far North Region in the presence of the tender applicants. Only them may attend this opening session or have themselves represented by a duly person of their choice (even in case of joint venture) having a sound knowledge of their file.

Eliminatory criteria

Administrative documents

a)      Absence of bank bid submission;

b)      False declaration or forged document;

Technical proposal

a)       False declaration;

b)      Forged document;

c)      Failure to score at least seventy per cent (70%) of essential criteria;

d)      Not to have justified a supply in a similar domaine as main provider (ou supplier) with in the last three recent years.

Financial offer

a) Incomplete or non-compliant financial tender;

b) Omission of a quantified unit price from the price schedule.

 Essential criteria

      1-The applicant’s financial references (RF) in the field :  

      2- The delivery planning ;

      3- The technical characteristics of the proposed material ;

      4- The warranty’s deadline ;

      5- The solvency’s certificate greater than ten (10) million F CFA;

      6- Tender’s presentation.

NB:

-          For the references, attach contracts’ extracts and reports of supply receipt or the certificate of proper execution.

-          For the technical relevant characteristics, the proposed appliances ’technical slips provided by the applicant will be taken into consideration. 

The President of Regional Council of the Far North Region, Contracting Authority grants the contract to the applicants whose file, technically skilled, assessed appealing with the lowest bid deemed to be and substantially in accordance with the tender file.

Applicants will be bound by their tenders for ninety (90) days with effect from the tender-submission deadline
