Within the framework of the Public Investment Budget, for the year 2022, the President of the Regional Council of the Far North Region, hereby launches in an emergency procedure an invitation to tender for the supply of supply and installation of solar equipment for the energy supply of certain district hospitals on behalf of the Regional Council of the Far North Region in six (6) lots.

The services to be provided by this contract include purchase, transportation, handling, commissioning, tests and reception.

These equipment consist of:  solar panels, inverters, battery, regulators, panel support platform, connection cables, safety fence, control cabin, identical distributed as follows:

-       LOT 1 : DIAMARE: PETTE health district;

-       LOT 2 : LOGONE ET CHARI: MAKARY health district;

-       LOT 3 : MAYO DANAY: VELE health district;

-       LOT 4 : MAYO KANI: MOULVOUDAYE health district;

-       LOT 5 : MAYO SAVA: KOLOFATA health district;

-       LOT 6: MAYO-TSANAGA: BOURHA health district.

As far as services are concerned, an estimated amount of one hundred seventeen millions eight hundred thousand (117 800 000) F CFA is allocated for this contract in six (6) lots as followed:

-       LOT 1 : DIAMARE: PETTE health district;

-       LOT 2 : LOGONE ET CHARI: MAKARY health district;

-       LOT 3 : MAYO DANAY: VELE health district;

-       LOT 4 : MAYO KANI: MOULVOUDAYE health district;

-       LOT 5 : MAYO SAVA: KOLOFATA health district;

-       LOT 6: MAYO-TSANAGA: BOURHA health district.

NB: a bidder cannot be awarded more than two (2) lots.

The application to this invitation to tender is opened with equal conditions to Cameroon-Law related firms and companies experienced in similar services and located in Cameroon.

       By this invitation to tender, interested companies are called upon to provide authentic information which  will be helpful for the choice of the one that can meet the needs of the required service after an in-depth and objective appraisal of its application file.

Services forming the subject of this invitation to tender shall be financed by the Public Investment Budget of the Regional Council of the Far North Region, year 2022, Heading: 222 250

NB: Beyond the submission’s deadline any tender will no longer be received.

The execution deadline sets by the Project Owner for the supply is ninety (90) days. This period includes the Rainy seasons, weather and some other factors with effect from the day of works’ notification; signing’s date of contract.

Applicants will include for a provisional guarantee (bid bond) in keeping with the tender file model, issued by a first- class banking institution approved by the Ministry in charge of Finance. The amount in CFA F of the above-mentioned bid is indicated in the chart below and equal to not more than ten of the provisional cost all taxes include; that is to say an amount of :

         A provisional guarantee is automatically to be released not more than thirty (30) days after the tender-validity expiry for the rejected applicants and after the establishment of the final one for the awarded ones.

Under penalty of rejection the originals and copies of the other required administrative documents (valid) should be certified by either the issuing service or an administrative authority in keeping with the requirements of the special tender regulation. They must date less than three (3) months and valid on the day of the tenders disclosure. These others required documents must compulsory be in process of validity in compliance with the prescribed regulation.

Tenders disclosure will be done in one stage 28/10/2022 at 1.00 pm prompt at the meeting Hall of the Regional Council of the Far North Region at Maroua, Djarengol-Pitoaré, and Phone: 222 29 01 50/ 222 29 01 51 in the presence of the tender applicants. Only them may attend this opening session or have themselves represented by a duly person of their choice (even in case of joint venture) having a sound knowledge of their file.

Eliminatory criteria

Administrative documents

a)      Absence or default  of bank bid submission;

b)      False declaration or forged document.

 Technical proposal

   a) False declaration;

   b) Forged document;

   c) Failure to score at least seventy per cent (70%) of essential criteria.

 Financial offer

a) Incomplete or non-compliant financial tender;

b) Omission of a quantified unit price from the price schedule.

 Essential criteria

     1-The applicant’s financial references (FR) in the field;  

     2- The delivery planning;

     3- The technical characteristics of the proposed material;

     4- The warranty’s deadline;

     5- The solvency’s certificate of fifteen millions (15,000,000) F CFA per lot;

     7- Tender’s presentation.

-          For the references, attach contracts’ extracts and reports of supply receipt or the certificate of proper execution.

For the technical relevant characteristics, the proposed appliances ’technical slips provided by the applicant will be taken into consideration

        The President of Regional Council of the Far North Region, Contracting Authority grants the contract to the applicants whose file, technically skilled, assessed appealing with the lowest bid deemed to be and substantially in accordance with the tender file.

Applicants will be bound by their tenders for ninety (90) days with effect from the tender-submission deadline
