The Lord Mayor of Akwaya Council, Contracting Authority hereby launches an Open National Invitation to Tender by Emergency Procedure FOR SUPERVISION AND TECHNICAL CONTROL OF THE CONSTRUCTION OF A MUNICIPAL HOTEL IN AKWAYA TOWN (PHASE II), AKWAYA SUB-DIVISION, MANYU DIVISION, SOUTH WEST REGION as follows:

The works shall comprise technical control and monitoring with the following missions:

• Management of execution works;
• Scheduling and piloting of works;
• Assistance to acceptance operations Specifically, this shall include:

- The supervision/control of the execution of works within the respect of the STC and the SAC;

- . The verification and the validation of the execution documents;

- The production and the transmission of the technical service orders;

- The verification of quantities and work done established by the Enterprise;

- The organisation and the management of the site meetings/site log book/ production of site minutes and reports;

- The organisation of the acceptance of works and ensure the establishment of as-built file, Etc...... Further details are provided in the technical specifications and the estimate details.

The file may be consulted during working hours at the Akwaya Council Chambers (Akwaya Town) as soon as this notice is published.

With effect from the date of signature of this Tender Notice upon presentation of receipt attesting to the payment of a non-refundable fee of Fourty Thousand (40 000) CFA francs, payable at the Municipal Treasury Akwaya. A copy of the receipt showing payment of the fee shall be attached to the bid.

The bidder shall submit 01 original (indicated as such) and 05 copies of the bid in English or French at the Secretariat of the contract unit of the Akwaya Council office against a receipt on or before 28/10/2022 at 10am. The outer envelope shall bear the inscription:

The maximum execution deadline provided for by the Contracting Authority shall be Six (06) Months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the tender file, of an amount of Four Hundred and Eight Thousand, Eight Hundred and Twenty-Five (408 825) CFA francs a validity period for Ninety (90) days from the date they opened.

On pain of being rejected, only originals or true copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) months preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shall lead to a pure and simple rejection of the offer.

The offers shall be opened in single phase. The opening of Administrative Offers (Envelope A), the Technical Offers (Envelope B) and Financial Offers (Envelope C) on 28/10/2022 at 11 am local time by the Akwaya Council Tenders Board situated at the Akwaya Council Conference Hall.

The criteria relating to the qualification of bidders could indicatively be on the following:

The non respect of three of these criterias shall cause the elimination of the offer.

The contract shall be awarded to the lowest bidder who satisfied the administrative and technical disposition.

Bidders will remain committed to their offers for Sixty (60) days from the deadline set for the submission of tenders.
