Works under this Bid Invitation include 01 (one) lot.
Participation in this bid invitation shall be open to public works companies based in Cameroon.
Works under this bid invitation shall be financed with MINTP’s Fiscal 2017 budget.
Bidding documents may be consulted at the Contracts service of the Delegation of public’s contracts of Nanga Eboko.
1- Acquisition of the Bidding Documents
. Such documents shall be obtained upon presentation of a receipt testifying to the payment of a non-refundable of XAF 60 000 (XAF one sixty thousand), bid guarantee, payable to the Public Treasury at Nanga-Eboko.
Presentation of bids
Bidding documents enclosed in a plain envelop shall be presented in three volumes as follows:
All components of the Bids (Volumes 1, 2, and 3) shall be in a large sealed envelope labeled following the Bid in question. The various documents of each Bid shall be numbered following the bidding document order and separated with identical color inserts.
Each bid, drafted in English or French in 07 (seven) copies, including 1 (one) original and 06 (six) copies labelled as such, shall be forwarded to MINMAP’s Contract service (tenders office), no later than 23/02/2017 at 10 AM, local time. They shall be labelled as follows:

Works under this bid invitation shall be executed within 03 (three) months.
Each bidder shall enclose in their administrative documents, a provisional guarantee issued by a first class banking institution approved by the Minister in charge of Finance. The amount of the guarantee shall be (980 000) nine hundred and eighty thousand:
Subject to rejection, the provisional guarantee shall be obligatorily produced in its original.
For unsuccessful bidders, the provisional guarantee shall be released within thirty (30) days after the Bid’s validity term. For the successful bidder, the provisional guarantee shall be released only after constitution of the definitive guarantee.
Under pain of rejection, the administrative documents required shall be produced in their originals or true copies certified by the issuing services, as the case may be, and in accordance with the provisions of the Special Tender Regulation. The documents shall be dated at most 03 (three) months or must have been established after the date of publication of this bid invitation.
The duly stamped and signed bid pursuant to the model contained in the Bidding Documents, shall state costs in CFA francs exclusive and inclusive of tax.
The absence of any document at the opening of bids will lead to elimination of the applicant. A maximum 48 hour extension deadline is granted to applicants with administrative documents deemed inconsistent with the requirements of the bidding documents either for the supply of additional information or additional verifications on the validity of the documents submitted.
Bids shall be opened in one phase on 23/02/2017 as from 11:00 am, local time, by the Tenders Board of the MINMAP’S delegation of upper Sanaga.
Only Bidders or their duly authorized and well informed representatives shall attend this opening session.
Evaluation of bids shall be based on the following criteria
1- Eliminatorycriteria
b1) Declaration of site visit duly signed by the bidder;
b2) Methodological mark (organization, planning and understanding of the project);
b3) Supervisor of works, Civil Engineer with minimum A/Level +5 and supervision of minimum 02 (two) urban roads projects;
2- Essential criteria
Assessment of the technical bid shall be based on the assessment grid below:

Details of these essential criteria are specified in the Special Tender Regulations presented in the assessment grid attached.
With discount included where appropriate, the lowest bidder complying with most of the specifications of the bidding document and possessing the requisite technical and financial capacities for the successful implementation of the project will be awarded the contract.

Amendment to the Bid invitation
The Contracting Authority reserves the right, if warranted; to subsequently amend this bid invitation
