In line with the execution of the C2D “Regional Capitals 2” program, the State of Cameroon through the City Mayor of the Bamenda City Council wishes to launch the Open National Invitation to TenderN° 015/ONIT/BCC/C2D-RC2/ITB/ 2022 of 27 ^th October 2022 for the construction of green spaces in the town of Bamenda in three lots.

The works subject of this contract includes the different activities grouped in three lots as follows:

• Preliminary Works;
• Earth Works;
• Excavation and Earth Works;
• Reinforced and Non-Reinforced Concrete Works;
• Foundation Works;
• Masonry (Agglomerates for Infill Wall);
• Wooden Structure - Carpentry - Roofing - Ceilings;
• Plumbing;
• Electricity - High Current - Low Current - Safety;
• Metal Works – Locksmithing;
• Wood Works;
• painting;
• Specific Furniture.

            In addition, all other subjects necessary for the good execution of the works according to the specifications of the STC.

The works subject of this invitation to tender shall be funded by C2D - “REGIONAL CAPITAL 2” budget. 'Assignment agreement CCM 1521 01 G of June 28, 2018'. Payments shall be done within a maximum timeframe of 30 calendar days maximum from the date of submission of the approved detailed accounts (bills).

Participation in this invitation to tender is opened to all companies specialized in building construction and public works.

 C2D – “REGIONAL CAPITALS 2” Budget; 'Assignment agreement CCM 1521 01 G of June 28, 2018'

The Tender File may be consulted and obtained from the City Mayor's Secretariat at the Bamenda City Council (TEL: 233 361 313 or 677 773 859) and the office of the Coordinator of the C2D program, as soon as this tender notice is published.

The file may be obtained from the Mayor's Cabinet as soon as this notice is published against payment of a non-refundable sum of One hundred and eighty-seven thousand two hundred and fifty (187,250) CFA francs payable at the Bamenda City Council Treasury under the budgetary head 712 101.

Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach the City Mayor's Cabinet not later than _09/12/2022  (42 Days) 2022 at 12 noon precisely and should carry the inscription:

“OPEN NATIONAL INVITATION TO TENDER N°015/ONIT/BCC/C2D-RC2/ITB/2022 OF 27/10/2022 FOR THE EXECUTION CONSTRUCTION OF GREEN SPACES IN THE TOWN OF BAMENDA IN THREE LOTS .

The maximum execution timeframe provided by the Project Owner for the execution of the work's subject of the works is as presented below:

• batch 1: Five months;
• batch 2: eleven months;
• batch 3: Ten months.

Batches

The works are grouped in three (03) lots

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank or insurance company approved by the Ministry in charge of Finance featuring in this tender file of the amounts tabulated below and valid for thirty (30) days beyond the original date of the validity of the offers.

For fear of being rejected, only originals or true copies certified by the issuing services or administrative authorities (Senior Divisional Officer, Divisional Officers, etc…) must imperatively be produced following the Special Regulations of the invitation to tender.

They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice. 

 Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. 

The administrative, technical and financial bids shall be opened in a single phase.

The opening of the administrative documents and the technical and financial offers shall take place on 09/12/2022 at 1:00 o'clock pm precisely by the Bamenda City Council Internal Tenders Board at the Bamenda City Council Internal Tender's Board Hall.

Bidders may attend or be represented by a duly mandated person.

The evaluation criteria consist of two types: the qualifying criteria and essential criteria. These criteria are designed to identify and reject bids incomplete or non-compliant to the essential conditions established in the Bidding Documents relating to Offers including the admissibility of administrative documents, compliance of the technical offer to the CAD specifications, and qualification of candidates.

  Elimination criteria

These criteria are designed to identify and reject bids incomplete or non-compliant to essential conditions established in the Bidding Documents relating to Offers including the admissibility of administrative documents and technical qualification of candidates.

These criteria are:

• Absence of Bid Bond;
• False statements or falsified documents;
• Insufficient financial capacity lot 1: 54,000,000
  • Attestation of Financial Capacity (certificate from a first-class bank) is defined per lot as follows:
• Batch 2: 70,000,000
• batch 3: 60,000,000 batch 1: 324,000,000
  • Average annual turnover for the past three years (2022, 2020, and 2019) and defined per lot as follows:
• Batch 2: 360,000,000
• batch 3: 340,000,000
• The unavailability of a signed statement of integrity, eligibility, and social and environmental responsibility

In case of Joint venture, the turnover will be satisfied as follows; 50% for the leader of the joint venture, 25% for each member and 100% for the joint venture.

Essential criteria

The evaluation of the technical offers will be made following the binary (yes/no) based on the essential qualification criteria below:

• bidder's experience;
• human means;
• material means;
• Methodology approach.

References should be recent enough (under 10 years) and justified with extracts of contracts.

The details of these essential criteria are specified in the evaluation matrix contained in the Special Regulations of the Bid (Section 4).

The contracts shall be awarded to those bidders whose bids shall be judged essential in compliance with the tender file and are evaluated as the lowest.

A bidder may tender for more than one lot but can only be attributed a maximum of two (2) lots.

in case a bidder is tendering for more than one lot, he should obligatorily present two separate documents for personnel, equipment, and financial capacity (cumulative as specified in 14.1)

Bidders will remain committed to their offers for ninety (90) days from the deadline set for the submission of bids.
