1.Objet New(Additif)

 The Mayor of the Commune, Contracting Authority, launches a National Open Call for tenders for the classroom rehabilitation work at the Yeptang Public School, Obala Borough, in the department of La Lékié.

2.Consistance des prestations New(Additif)

The works, objects of this Invitation to Tender include the rehabilitation of the classrooms in the Commune of Obala. These are essentially made up of the works of the main works (preliminary work, foundation, masonry work, framework and roofing, metal and wood carpentry, painting and VRD) and those of the second work (plaster-screeds, false ceilings, Electricity, painting). This work is divided into one (01) single lot according to the table below:

5.Participation et origine New(Additif)
Participation in this Call for Tenders is open to Cameroonian law firms with expertise in the field and having good experience in carrying out civil works and justifying technical and financial capacities for the successful completion of the work.
6.Financement New(Additif)

The works, objects of this Invitation to Tender are financed by the Public Investment Budget of the financial year 2017, amounting to 15 000 000 (fifteen million).

7.Consultation du Dossier New(Additif)

Upon publication of this notice, the tender dossier may be consulted at the office of the Technical Service of the Municipality of Obala, located on the 1st floor of the building housing the Commune (1st office after the staircase).

8.Acquisition du Dossier New(Additif)

The tender dossier may be obtained from the Technical Department of the Municipality of Obala, upon publication of this notice, against presentation of a receipt for payment of a non-refundable sum of twenty five thousand CFA francs Paid to the municipal revenue of Obala. This amount represents the cost of acquiring the file. The receipt shall specify the number of the call for tenders. When tenders are withdrawn, tenderers must present the original of the receipt by registering.

Each tender in French and seven (07) copies of which one (01) original and six (06) copies marked as such must reach the Procurement Department of the Commune of Obala no later than 15 March 2017 At 12 noon local time, be filed and be marked as follows:

10.Delai de Livraison New(Additif)
 The turnaround times are 03 (three) from the date of notification of the service order to start the Works.
Administration of which the contract will be concluded:
 Following the examination of the tenderers' offers and the choice of the successful tenderer by the Contracting Authority, the contract will be concluded between the latter and the contracting authority, which is the Mayor of the Municipality of Obala.

12.Recevabilité des Offres New(Additif)
Each tenderer must attach to his administrative documents a tender security (conforming to the specimen attached in Annex 8.1) drawn up by a bank of first order approved by the Ministry in charge of finance and listed in Exhibit 12 of the DAO, An amount of three hundred thousand (300,000) CFA francs;
 
The deposit must be valid for 120 days.
In the event of rejection of the tender, the other administrative documents required (valid) must be produced in original and certified copies by the issuing department in accordance with the provisions of the Supplementary Regulations.

They must be valid and dated less than three (03) months before the date of submission of the tenders.
               
Any tender which does not comply with the requirements of this notice and the Bidding Documents will be declared inadmissible.
13.Ouverture des Plis New(Additif)
The opening of the folds will take place in a single time at the Technical Service of the Municipality of Obala (room of the commission of procurement). The opening of administrative offers, technical and financial offers will take place on 15 March 2017 from 1 pm by the Internal Procurement Commission of the Commune of Obala,
               Each tenderer may attend or be represented by a person of his choice who has full knowledge of his tenders.

 

14.Critères d'évaluation New(Additif)

 Elimination criteria:

-Administrative records incomplete or non-compliant subject to the provision of point I-1 of Circular No. 002 / CAB / PM / of 31 January 2011 on improving the performance of the public procurement system; --incomplete financial offer; ü omission of a quantified price in the financial offer;

-any false statement or falsification of documents found in the file (the internal procurement commission and the contracting authority reserve the right to the authenticity of any document of doubtful character);

-the absence of the tender security signed by the Head of Agency of the Bank concerned;

- absence of the financial capacity of an amount at least equal to 10,000,000 (ten million) F.CFA signed by the Head of Agency of the Bank concerned;

-presence of an aberrant unit price attested by its sub-detail in the financial offer after proof of the tenderer if necessary;

- not satisfying at least 80% of the essential criteria. Essential criteria: The evaluation of the technical offers will be made according to the binary system (yes / no) on the basis of the essential qualification criteria below:

- Company references (contracts executed during the last 3 years of cumulative amount greater than or equal to 25 million);

- Construction site equipment to be mobilized;

- Management staff;

- Technical proposal;

- Presentation of the offer;

-Site visit report. Only the tenders which have obtained 21 YES out of 26 for the analysis of the technical offers will be admitted to the analysis of the financial offers

The Mayor of the Municipality of Obala will award the contract to the tenderer whose bid has been evaluated the least and has the necessary financial, technical and administrative capacity resulting from the so-called essential characteristics or the so-called elimination characteristics deemed to be in conformity with the Dossier d'Appel d 'Offers.
However, the Contracting Authority reserves the right not to award the contract in the following scenario:
- The companies awarded the works contracts for the financial years 2015 and 2016, whose level of execution is disproportionate to more than 25% of the rate of consumption of the deadlines on the date of opening of tenders;

16.Durée Validité des Offres New(Additif)
Tenderers shall remain bound by their tenders for a period of 90 days from the date fixed for the submission of tenders.
