As part of the achievement of the objective of complete cleanliness of the city of BAMENDA, for the years 2023 to 2028, the Mayor of the City of BAMENDA, Project Owner, is launching on behalf of his City, an Open International Invitation to Tender for the collection and transport of household waste, the sweeping and cleaning of streets, public places, bus stations and markets, the operation of the waste treatment center in the town of BAMENDA, MEZAM DIVISION, NORTH-WEST region.

The main objective of the services is the collection of household waste and urban solid waste in the city of BAMENDA for the integral cleanliness of the city.

The services consist of:

-the placement of garbage bins in appropriate areas and their emptying;

- The installation of waste paper baskets in squares and public gardens as well as their emptying;

- The collection of household waste;

- The transport of household waste and other waste to the landfill;

- The sweeping and cleaning of streets, public squares, bus stations and markets;

-Cleaning of gutters and a further distance of 5m from the edge of the road

-Instillation of Weighing stations at the dumb sites

- Operation of the Mbelewa Waste Treatment Center;

-all other constraints necessary for a good level of cleanliness of the city

The estimated cost of the operation at the end of the preliminary studies is:

7,150,000,000 FCFA including taxes for 5 years (2023 to 2027)

- 90% State of Cameroon;

- 10% BCC Budget.

The services thus defined are not divided into lots.

Participation is open to companies and/or groups of companies under Cameroonian or foreign law, operating as much as possible in the household waste management sector.

The services of this call for tenders are financed by the budget of the State of Cameroon and the BAMENDA City Council for the Fiscal Years 2023 to 2027.

NB: The offer must be accompanied by a CD or USB key containing the digital version in Excel format of the quantitative and estimated detailed framework.

The overall period of execution of this contract is: 5 years, ie March 2023 to April, 2027.                                                                                                           

Each bidder must attach to his Administrative documents, a bid bond established by a first-rate bank or by insurance companies approved by the Ministry in charge of finance and whose list appears in document 11 of the TENDER FILE, valid for ninety (90) days beyond the original date of validity of offers for an amount: 189,008,630 (one hundred and eighty-nine million, eight thousand, six hundred and thirty) CFA Francs.

Under penalty of rejection, the required documents from the Administrative file must be produced in originals or in certified true copies by the issuing department or an Administrative authority, in accordance with the stipulations of the Special Regulations of the Invitation to Tenders.

They must date from less than three (03) months preceding the original date of submission of tenders or have been drawn up after the date of signature of the Tender Notice of the Invitation to Tender.

All incomplete offers in accordance with the requirements of the Tenders File will be declared inadmissible. Taking into account the authorization of certain insurance companies for the issuance of bonds, each tenderer must attach to his Administrative documents; a bond from a bank or an insurance company approved and authorized to issue bonds within the framework of Public Contracts.

The qualifying criteria are as follows:
1.    Absence or insufficient bid bond
2.    Absence or non-compliance of a document in the Administrative file.
3.    Falsified document(s) or false statement(s);
4.    Technical score less than 90 out of 100;
5.    Omission in the financial offer of a unit price or fixed price quantified within the framework of the quantitative and estimated estimate.
6.    Absence of Audited balance sheet for the past five years. 
 
Under penalty of rejection, the bid bond and the bidder's bank domiciliation certificate must imperatively be produced in originals, the other documents in originals or in certified copies. These Administrative justifications must date from less than three (03) months and comply with the models.

Only tenderers having obtained at least90 out of 100to the technical evaluation will be put to the analysis of the financial offer.
 
The financial offer score will be calculated as follows:

The final score will be calculated as follows:
 
Final score =70%technical score + 30%financial score
 
NB: the evaluation of the essential criteria and sub-criteria is binary, with validation thresholds attached to it. And to take into account the relative importance of the various criteria or sub-criteria, a weighting is carried out in the event of a positive (yes) or negative (no) evaluation. Method of selection of the Service Provider The Service Provider will be chosen by the cost-quality selection method in accordance with the selection methods described in this TENDER FILE.
 
 

In case of quality-cost selection The Project Owner will award the contract to the tenderer whose tender has been recognized as essentially compliant with the Tenders File and who has the technical and financial capacities required to perform satisfactorily and whose offer has been evaluated as the lowest price, including, where applicable, the discounts offered.

Tenderers remain committed to their offer for 90 days from the deadline set for the submission of tenders.

At the end of the examination of the offers of the tenderers by the Internal Tenders Board of the BCC and after opinion of the Central Commission of Tenders, the Contract of the services will be concluded between the successful tenderer and the Contracting Authority.
