The Mayor of WAZA Council (Contracîing Authority) hereby launches in an emergency procédure, an Open National Invitation to Tender for the public lighting works of some locatities of the Waza Council : NGAME(07) GOULOU(03) OULZOUME(05), KABE 1(01). KABE 2(02), KABE 3(02), BILE KOTOKO (03), BILE MOUSGOUM (05), MIZIGLI (02), DOUVOUL (04), KOMARKA (02), VIGUIYOUM (03) AND WAZA CENTRE (11), Logone and Chari Division, Far-North Région

The nature of work includes ;
Sludîes and site installation
- Solar equipments fumlture
- Fixing the pôle and Installing streellgts

an estimated cost of one hundred million (100 0000 000) francs CFA 

The entire works are in single lot.

Participation in this tender Is open on equal lerms with companies under Cameroonian law, justifying the technical capacities and flnancia! resources to carry out the work covered by this tender.

Supplies which form the subject of this invitation to tender shall be financed by the PIB-MINDDEL for 2023 finandal year for an estimated cost of one hundred million (100 0000 000) francs CFA.

The file may be obtalned from the WAZA Council (Mayor's Secrétariat) as soon asthis notice is publlshed againsl payment in the WAZA Municipal Receipt of anon-refundable sum of one hundred thousand (100 000) FCFA.

The delivery deadiine provided by the Contracting Authority three months from the notification date of service order to beginning work.

Under pain of been rejected, only originals or true copies certifîed by îssuing service or administrative documents authorities of the administrative document requîred. including the big bon must imperatively be produced in accordance with the spécial conditions of the invitation to tender. The most obllgatorily not be older than three (03) months or must net be produced after the signing ofthetender file.
Each bidder must Include in his administrative documents a bid bon issued by a first rate-bank approved by the ministry of finance featuring on the list in document 9of the tender file of amount of two millions (2 000 000 CFA) francs

Any offer not in confomiity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a firsl-rate bank approved by the ministry of Finance or the non-respect of the models of tender file documents shall lead to a pure and simple rejectlon of the offer without any appeal being entertained.

-Incomplele administrative and finacial offer;
-Offers non-compliance to the invitation tender;
-False déclaration or counterfeit documents;
-Financial offer less than of the 85%of the estimated cost of the project
-Non compliance withe major teohnical spécifications :module power, lamp power. iuminous efficiency, baltry capacily,
candelabra material, concrète mix and size.
-Technical scoore less than 75% ofYES compared to theessetial subcriteria.
