Within the framework of the 2017 Public Investment Budget, the Divisional Delegate of Public Contracts Fako on behalf of the Minister of Basic Education hereby launches an Open National Invitation to Tender by Emergency Procedure for the construction of a workshop at GTC Munyenge in Muyuka Subdivision.

The works comprise the outcome of the preliminary studies carried out and the detailed information provided for in the technical specifications.

The estimated cost after preliminary studies is 25 000 000 F CFA.

Participation is open to duly legalized Cameroonian enterprises that fulfdl the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2017 financial year as follows:

The file may be consulted during working hours (7:30am — 3:30pm) at the office of the Divisional Delegation of Public Contracts Fako as soon_aas this notice is published.

The file may be obtained from the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published upon presentàion of a treasury receipt attesting to the payment of a non-refundable fee of 40.000 FCFA, payable at the Divisional Treasury Limbe.

Each bid drafted in English or French in seven (07) copies (including the original and six (06) copies marked as such), should reach the office of the Divisional Delegation of Public Contracts Fako not later than 06/03/2017 at 9 am and should carry the inscription:

Any document poorly drawn-up, not bound as per Article 24 of the Public Contracts Code or not produced in Seven (7) copies shall be rejected.

The maximum deadline provided for by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document N° 12 of the Tender File; of an amount of 500 000 F CFA and valid for thirty (30) days beyond the date of validity.

In case a bidder is awarded the contract, the bid bond will only be release on presentation of the final bond.

At the risk of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the Special Conditions of the Invitation to tender. They must not be older than three (03) months to the date of submission of bids or prior to the publication of the Tender Notice.
Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

Evaluation criteria

Main Eliminatory Criteria

• A bid shall be rejected if:
• It lacks any Administrative document;
• The technical score is less than the minimum required;
• It lias any fake, forged or false document;
• Absence of quantified unit price;
• Noncompliance with the model bia documents;
• It carnes any false information,
• Enterprise has any abandoned or cancelled contract.

Main Qualification criteria

The criteria for qualification of candidates should be on the following:

• Access tacredit or other financial sources (10 million francs at least):Yes / No References of similar jobs: Yes / No
• Availability of material and essential equipment: Yes / No
• Experience of supervisory staff: Yes / No
• Methodology                Yes/No
• Turnover as in business license above or equal to 10 million francs CFA;
• Qualified personnel relevant to the job.
• Non-respect of two (02) of the above criteria shall entail rejection of the bid.

NB: The marking scale for bids by award of points is banned in favor of the binary method (Yes or No).

The Contract shall be awarded to the lowest bidder fulfilling the best technical and financial conditions.

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders.
