Contracts Fako on behalf of the Minister of Basic Education hereby launches an Open National Invitation to Tender by Emergency Procedure for the Construction of a block of two (02) classrooms each in some Primary Schooltin Fako Division as follows;

• LOT 1: GS MOKUNDA
• LOT 2: GBPS MABETA NEWLAYOUT

The works comprise the outcome of the preliminary studies carried out and the detailed information provided for in the technical specifications.

The estimated cost alter preliminary studies is 20 000 000 F CFA for each lot.

The work is divided into two lots as followt;

• LOT 1: GS MOKUNDA
• LOT 2: GBPS MABETA NEWLAYOUT

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.     

Services winch form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2017 financial year as follows:

The file may be consulted during working hours (7:30am — 3:30pm) at the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published.

The file may be obtained from the office of the Divisional Delegation of Public Contracts Fako as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 60.000 FCFA, payable at the Municipal Treasury of the Council concerned. (GS Mokunda-Limbe II Council and GBPS Mabeta New Layout-Limbe I Council)

The maximum ^.deadline provided for by the Project Owner for the execution of the works forming the subject of this invitation to tender is three (03) months per lot.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document N° 12 of the Tender File, of an amount of 400 000 F CFA for one lot or 800 000 F CFA for two lots and valid for thirty (30) days beyond the date of validity. In case a bidder is awarded the contract, the bid bond will only be released,after presentation of the final bond.

At the risk of being rejected, only originals or certified true copies from the issuing service or administrative authorities (Senior Divisional Officers, Divisional Officers, etc.) of the documents required must imperatively be produced in accordance with the Special Conditions of the Invitation to tender. They must not be older than three (03) months to the date of submission of bids or be produced before the tender notice was launched.

Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by an approved bank by the  Ministry in charge of Finance or the non-respect of the models of the Tender File documents shall lead to outright rejection of the bid without appeal.

The bids shall be opened in a single (01) phase on the 08/03/2017 at 10.00 am local time by the Fako Divisional Tenders Board in the Conference Hall of the Divisional Delegation of Public contracts Fako, located at the Finance Building. Only bidders may attend or their duly accredited representatives with Power of Attorney.

Evaluation criteria

Main Eliminatory Criteria

• A bid shall be rejected if:
• It lacks any Administrative document;
• The technical score is less than the minimum required;
• It has any fake, forged or false document;
• Absence of quantified unit price;
• Noncompliance with the model bid documents
• It carnes any false information,
• Enterprise has any abandoned or cancelled contract.

Main Qualification criteria

The criteria for qualification of candidates should be on the following:

• Access to credit or other financial sources (10 million francs at least):Yes / No References of similar jobs: Yes / No
• Availability of material and essential equipment: Yes / No
• Experience of supervisory staff: Yes`/ No
• Methodology                Yes/No
• Turnover as in business license above or equal to 10 million francs CFA; Qualified personnel relevant to the job.
• Non-repect of two (02) of the above criteria shall entail rejection of the bid.

NB: The marking scale for bids by award of points is banned in favor of the binary method (Yes or No).

The Contract shall be awarded to the lowest bidder fulfilling the best technical and (Inancial conditions.

- A bidder can bid for the two (2) lots but can only be awarded one (1) lot.

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders.
