Within the framework of the 2017 PUBIC INVESTMENT BUDGET, the Divisional Delegate of Public Contracts Manyu, Contracting Authority hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE 2017 FOR THE CONSTRUCTION OF A BLOCK OF TWO (02) CLASSROOMS + REGULAR OFFICE AT G.B.S.S NTENAKO, Manyu Division, South West Region

The works comprise the preliminary studies carried out and the detailed information provided for in the technical specifications and the quantitative estimates.

The works are in a single lot as follows:

FOR THE CONSTRUCTION OF A BLOCK OF TWO (02) CLASSROOMS + REGULAR OFFICE AT G.B.S.S NTENAKO,

The tender is open to duly legalized Cameroonian enter^-prises that fulfil the requirements of invitation to tender.

These projects shall be financed by the relevant credit allocation in the 2017 PUBLIC INVESTMENT BUDGET per the imputations:

The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Divisional Delegation of Public Contracts Manyu, ARMP and other stake holders (or structures) recognised by the Public Contracts Code.
The file may be consulted during working hours at the Divisional Delegation of Public Contracts Manyu (Finance Building) as soon as this notice is published.

The file may be obtained from the Divisional Delegation of Public Contracts Ivlanyu (FinancL Building Doors 31 and 37) as soon as this notice is published against payment of the sum of Thirty seven thousand two hundred (37 200) CFA francs, payable at the Divisional Treasury Manfe or any other state treasury (on or before the hist two days to the open ing of bids) as a non refundable fco representing the cost of the tender file.

Each bid drafted in English or French in five (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Divisional Delegation of Public Contracts Manyu not later than 03/03/2017 at 09.00 am and should carry the inscription:

To he opened only during the bid-opening session"

The maximum Execution deadline provided for by the Contracting Authority shah be Three and a half months (3.5) months i.e. one hundred and five (105)calendar

Each bidder must include in his Administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document Annex No.6 of the tender file, of an amount of Four hundred and forty thousand (440 000) CFA francs for a validity period of ninety (90) days from the date of opening.

On pain of being rejected, only originels or truc copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) menths preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shah be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shah lead to a pure and simple rejection of the offer.

The offers shah be opened in single phase. The opening of Offers shah be on 03/03/2017at 10 am local time by the Manyu Divisional Tenders Board situated at the Conference Hall of MINEPAT Manyu and, the Technical Offer (Envelope B) and Financial (Envelope C) Offer shall be analyse by the Subcommittee for evaluation.

Main eliminatory criteria

Bids shall be rejected when:

• They lack of any administrative document;
• False declaration or forged documents;
• The bids are not in conformity with the Tender File (bid without the required number of copies, bid that is not parccled in conformity with the Tender File, bid that is not registered in the biddcr's rcgister); ? A bid with the external envelope canying a sign or mark leading to the identification of the bidder;
• The technical offer must have at least 70%;
• Omission of one unit price. one item in detail estimates and one sub detail price;

Main qualification criteria

The eriteri a relating to the qualification of candidates could indicatively bc on the following:

• General presentation Yes/No
• Contracior's references for the past three years Yes/No
• Experience of supervisory staff Yes/No
• Availability of material and essential equipment Yes/No
• Sel f-finaneing capacity Yes/No

(The non respect of two (02) Criteria shall cause elimination of the offer)

The contract shall be awarded to the lowest bidder who satisfies the Administrative and Technical dispositions, and a satisfactory finacial proposal through bidder's sub detail prices.

Bidders will remain committed to thei.r offers for ninety (90) days from the deadline set for the submission of tenders.
