In View of the exécution of the public investment budget year 2023, the Mayor of Mayo-Baléo Council hereby launches for the account of.the Council of Mayo-Baléo, an Open National Invitation to Tender in Procédure of Emergency for the WORKS OF TRANSFORMATION OF A BOREHOLE EQUIPPED WITH WATER PUMP OVER SOLAR ENERGY IN GADJIWAN (MARKET) (Share 1), TRANSFORMATION OF A BOREHOLE EQUIPPED WITH WATER PUMP OVER SOLAR ENERGY IN GROUP II PRIMARY SCHOOL OF MAYO-BALEO (Share 2) AND TRANSFORMATION OF A BOREHOLE EQUIPPED WITH WATER PUMP OVER SOLAR ENERGY IN DJALI (Share 3).

The particip'atlon is equally open to ail enterprises of Cameroonian right installed in Republic of Cameroon and filling the conditions taken in the Spécial Rules of Invitation to Tender (SRIT), which makes the object of the piece N° 03 of the présent File of invitation to tender.

The Works object of the présent call of offers is financed by the public investment budget 2023.

The file may be consulted during working hours in the Internal Structure of Procurement Management at Mayo-Baléo Council since publication of this invitation to tender trough displaying on council information board.

The file may be obtained from commission support unit at the Internai Structure of Procurement Management of Mayo-Baléo Council as soon as this notice is published against payment of a non-refundable sum of 45 000 (forty five thousand) CFA francs for one share payable at the Council treasurer service of Mayo-Baléo.

Each offer drafted in English or French in seven (07) copies, including one (01) original and six (06) copies marked as such, should reach at the internai Structure of Procurement Management of Mayo-Baléo Council not later than 08 March 2023 at 2 pm local time and should carry the inscription:

NB: The offer stmuld be accompanied by a CD cootaining the numerîc version under Excel format of the quantitative and approximate detaii setting. The inscription should take in considération submission to one, two or fo three shares.

The maximum exécution deadline provided for the Project Owner or Delegated Project Owner for the exécution of the works subject of this tender shall be to four (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first ratebank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender fiie of an amount of 320 000 (three hundred and twenty thousand) CFA Francs for share 1, an amount of 380 000 (three hundred and eighty thousand) CFA Francs for share 2 and an amount of 260 000 (two hundred and sixty thousand) CFA Francs for share 3 valid for thirty (30) days beyond the. original date of the-validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Spécial Conditions of the invitation to tender.
They must not be older than three (3) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplète offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase.
The opening of the administrative documents and the technical financial offers shall take place on 08 March 2023 at 3 pm local time at the Council of Mayo-Baléo, in the Conference Room of the City Hall.
Only bidders may attend or be duly represented by a person of their choice having a sign mandate.

1- Eliminatorv criteria
The eliminatory criteria's will essentially carry on:
1. Absence of the bid bond while opening files ;
2. Absence of any administrative document required and not brought within 48 hours ;
3. Improper administrative document not régularise within 48 hours ;
4. False déclaration or falsified administrative paper ;
5. Non conformity of technical offers to the spécification of the features requested ;
6. Absence of sub-detail of prices ;
7. Absence of unit price quantified in financial offer ;
8. Technical note under 70%.
At the risk of dismissal, the guaranty of submissiveness and the attestation of banking domiciliation of the tenderer must be produced imperatively in original, the other pièces in original or in copies certified compliant. These administrative justifications must date less three (03) month and to be compliant to the models.

2- Essentiel criteria 
The relative criteria to the qualification of the candidates will carry to indicative title on:
1. A déclaration on the tenderer's honour, signed and dated certifying the visit of the sites of work and according to the model joins in appendix;
2. Financial " balance of the three (03) last years;
3. Banking solvency " attestation equal or superior to 8 million CFA francs;
4. References of the enterprise in the similar realizations;
5. Employées in charge of technical framing on the yard;
6. Essential " materials (Truck skip, borehole digger engine, concrète mixer, Kids tooling of yard and Vehicle of link and Other materials);
7. Technical " proposition: Existence of a methodology (Organization chart of the enterprise, Organization and methodology of exécution of works; Planning of exécution of works, Plans of the project, Arrangement planned for the protection of the environment, hygiene and the security of the yard);
8. Proofs of accepting the contract conditions;
9. Note of général présentation of the offers.
NB: Only the tenderers having gotten 70% of yes to the technical assessment will be admitted to the financial analysis.

The Contracting authority will assign the contract to the tenderer whose offer has been recognized compliant for the main thing to the File of offer call and that arranges some requisite technical and financial capacities to execute the contract in a satisfactory way and whose offer has been valued least saying while including the proposed discounts if the case arises. In the case of submitting more than one share, the commission will appreciate and attribute the contract on the basis of additional profs of the tenderer showing the ability of his enterprise to realize the project in a good way. This include the bid equal to the number of share submitted and the prof that the enterprise realized a public contract of a global prize equals to the amount of shares submitted.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.

ADMINISTRATION TO THE NAME OF WHICH WILL BE CONCLUDE THE WORKS

To the exit of the exam of the offers of the tenderers Internai Tenders Board Commission attached to the Mayo-Baléo Council, a contract of works will be concluded between the Adjudlcator and the Contracting authority, for the account of the MAYO BALEO COUNCIL.

Further modifications than can occur:

In case of service necessity, the Mayor of Mayo-Baléo, Contracting authority can modify any part of the présent Open National Invitation to Tender.
