1.Objet New(Additif)

Within the framework of the 2017 PUBIC INVESTMENT BUDGET, the Divisional Delegate of Public Contracts Manyu, Contracting Authority hcreby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE FOR THE CONSTRUCTION OF A NURSERY BLOCK AT G.N.S SMALL MAMFE, Manyu Division, South West Region

The works comprise the preliminary studies carried out and the detailed information provided for in the technical specifications and the quantitative estimates.

3.Allotissement New(Additif)

The works are in a single lot as follows:

The tender is open to duly legalized Camerooniari enterprises that fulfil the requirements of invitation to tender.

6.Consultation du Dossier New(Additif)

The tender file can be consulted and obtained as from the date of publication of this invitation to tender at the Divisional Delegation of Public Contracts Manyu, ARMP and other stake holders (or structures) recognised by the Public Contracts Code.

The file may be consulted during working hours at the Divisional Delegation of Public Contracts Manyu (Finance Building) as soon as this notice is published.

7.Acquisition du Dossier New(Additif)

The file may be obtained frOm the Divisional Delegation of Public Contracts Manyu (Finance Building Doors 31 and 37) as soon as this notice is published against payment of the sum of Forty Two thousand (42 000) CFA francs, payable at the Divisional Treasury Mamfe, dr any other state treasu. ry (on or before the Iast two days to the opening. of bicls) as a non refundable fee representing the cost of the tender file.

8.Remises des offres New(Additif)

Each bid drafted in English or French in five (05) copies including one original and four (04) copies marked as such, should be submitted against presentation of a receipt at the Divisional Delegation of Public Contracts Manyu not later than 14/03/2017 at 09.00 am and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximurn Execution deadline provided for by the Contracting Authority shall be Three and a half months (3.5) months i.e. one hundred and five (105)

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his Administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document mex No.6of the tender file, of an amount of five hundred thousand (500 000) CFA francs for a alidity period of ninety (90) days from the date of opening.

11.Recevabilité des Offres New(Additif)

On pain of being rejected, only originels or truc copies certified by the issuing service or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender. They must obligatorily be not older than three (3) menths preceding the date of submission of offers or may be established after the signature of the tender notice. Any offer not in conformity with the prescriptions of this notice and tender file shah be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance or the non respect of the models of the tender file documents shah lead to a pure and simple rejection of the offer.

12.Ouverture des Plis New(Additif)

The offers shall be opened in single phase. The opening of Offers shall be on 14/03/2017 at 10 am local 'time by the Manyu Divisional Tenders Board situated at the Conference Hall of MINEPAT Manyu«and, the Technical Offer (Envelope B) and inancial (Envelope C) Offer shall be analyse by the Subconimittee for evaluation.

13.Critères d'évaluation New(Additif)

Main eliminatory

criteria Bids shall be rejected when:

  • They lack of any administrative document;
  • 'False declaration or forged documents;
  • The bids are not in conformity with the Tender File (bid without the required number of copies, bid that is not parceled in conformity with the Tender File, bid that is not registered in the bidder's register);
  • A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
  • The technical offer must have at east 70%;
  • Omission of one unit price, one item in detail estimates and one sub detail price;
Main qualification criteria

The criteria relating to the qualification of candidates could indicatively bc on the following:
  • General presentation Yes/No
  • Contracior's references for the past three years Yes/No
  • Experience of supervisory staff Yes/No
  • Availability of material and essential equipment Yes/No
  • Sel f-finaneing capacity Yes/No
(The non respect of two (02) Criteria shall cause elimination of the offer)
14.Attribution New(Additif)

The contract shall be awarded to the lowest bidder who satisfies the Administrative and Technical dispositions, and a satisfactory finacial proposal through bidder's sub detail prices.

15.Durée Validité des Offres New(Additif)

Bidders will remain committed to thei.r offers for ninety (90) days from the deadline set for the submission of tenders.
