1.Objet New(Additif)

Within the framework of the Public Investment Budget 2023, the Mayor of Wabane Council, Delegated Contracting Authority, hereby launches an Open National Invitation to tender, for the construction of ONE (01) BLOCK OF TWO (02) classrooms AND SUPPLY OF 90 BENCHES WITH 03 TEACHERS OFFICE CHAIRS AT GS TABOT in WABANE MUNICIPALITY, Lebialem Division, South

West Region.

2.Consistance des prestations New(Additif)

The works subjects of this contract include:

ü Output of the preliminary studies carried out;

ü Excavations;

ü The foundations;

ü Building - elevations;

ü Carpentry and roofing;

ü Wood and Metal works;

ü Electrification;

ü Painting;

ü Drainage system;

ü Supply of benches and teachers' chairs.

3.Cout Prévisionnel New(Additif)

The estimated cost of the operation following prior studies stands is 26,000,000 FCFA.

4.Participation et origine New(Additif)

The tender is opened to duly legalized Cameroonian enterprises or group of enterprises that fulfill the requirements of this invitation to tender

5.Financement New(Additif)

The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2023 financial year; Budget Head N°

7.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the Wabane council, upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of 65 000 FRS (Sixty five thousand CFA francs) at the Municipal Treasury of Wabane Council.

8.Remises des offres New(Additif)

Each offer drafted in English or French in six (06) copies including one (01) original and five (05) copies marked as such, should reach the General Secretariat of the Wabane council in Wabane, not later than 23/02/2023 At 10:00 am local time and labeled as follows:

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his administrative documents, a bid bond or a Certified Cheque issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of 520,000 FCFA (Five hundred and twenty thousand francs CFA); it is not more than 2% of the estimated cost, All Taxes Inclusive (ATI) of the contract in

accordance with the order in force and valid for thirty (30) days beyond the original date of the validity of the offers.

12.Ouverture des Plis New(Additif)

The bids shall be opened in single (01) phase on 23/02/2023 at 11:00am local time by the Tender Board of the Contracting authority in the Conference Hall of the Wabane council in Wabane.

13.Critères d'évaluation New(Additif)

Eliminatory criteria

The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject of the tender. These criteria are as follows:

13.2 Essential criteria

The evaluation method should be binary, and the minimum acceptable mark acceptable shall be 70% of all criteria taken into account. Such criteria shall be as follows:

The non-respect of three (03) essential criteria shall cause the elimination of the offer.

14.Attribution New(Additif)

The Mayor of Wabane Council, the Delegated Contracting Authority, shall award the contract to the tenderer with the lowest and technically compliant bid deemed to be essential in keeping with the tender file.

15.Durée Validité des Offres New(Additif)

Bidders shall be bound by their tenders for a period of ninety (90) days as from the deadline set for the submission of tenders.
