Participation in this national invitation to tender is open to public works companies governed by the law of Cameroon, having good experience in carrying out the civil works and justifying technical and financial capacities for the successful realization of the work which constitutes it, object.
The work under this invitation to tender is financed by the budget of the municipality of Mbangassina and FEICOM for the financial year 2017 at the level of: CFAF 221 495 327 (all taxes included).

The tender file may be obtained from the General Secretariat of the municipality of Mbangassina; Upon publication of this notice, against payment of a non-refundable sum of two hundred thousand francs (200,000) FCFA, payable at the Mbangassina’s Municipal Revenue, representing the cost of acquiring the File.
The receipt must specify the number of the Invitation to Tender. When the tender is withdrawn, tenderers must register with their complete address: PO Box, Telephone, Fax, E-mail.
Bids written in French or in English in seven (07) copies, including the original and (06) marked as such, must be deposited at the Mbangassina’s secretary-general, against receipt, by 6 March 2017 at the latest 12 am local time and shall be marked:

The maximum duration of the work is seven (07) months from the date of notification of the service order to start work.
Administration on whose behalf the contract will be concluded:
Following the examination of the tenderers' offers and the choice of the successful tenderer by the Internal Procurement Commission (IPC) of the municipality of Mbangassina, the contract will be concluded between the latter and the contracting authority, which is the mayor of the municipality of Mbangassina.

Each tenderer must attach to his administrative documents a bid bond drawn up by a bank of first order approved by the Ministry of Finance and listed in Exhibit 12 of the tenders file(TF), amounting to three million seven hundred and fourteen thousand Eight hundred francs (3,714,800) FCFA.
In the event of rejection, the other administrative documents required must be imperatively produced in original or certified copies by the issuing department in accordance with the stipulations of the Special Regulations of the Invitation to Tender. They must be dated less than three (03) months before the date of submission of the tenders.
Any tender which does not comply with the requirements of this notice and the Bidding Documents will be declared inadmissible. Notably the absence of the bid bond issued by a bank of first order approved by the Ministry of Finance and valid for thirty (30) days beyond the original date of validity of the offers, or the non-respect of the models Of the tender documents, will lead to the rejection of the tender.
The opening of the folds will be done in one time. Tenders will be opened on 06 March 2017 at 1 pm by the Internal Procurement Commission of the Municipality of Mbangassina (MBNA-IPC) in the Procurement Room of the said council.
Only tenderers may attend this opening session or be represented by a duly authorized representative of their choice who has full knowledge of their tenders.
The elimination criteria are:
(I) incomplete or non-compliant administrative records (Subject to the provisions of point I.1 of Circular No. 002 / O / PM of 31 January 2011 on improving the performance of the public procurement system);
(Ii) false declarations or falsified documents (the IPC and the contracting authority reserves the right to authenticate any document of doubtful character);
(Iii) lack of a "methodology for implementation, organization and planning of benefits" in the technical offer;
(Iv) not satisfying at least 90% of the essential criteria.
(V) failure to carry out at least one (01) contracts for the construction of an R + 1 building during the last five (5) years;
(Vi) non-registration of civil engineers (ONIGC) for the operator of the works;
(Vii) omission of a quantified unit price in the financial offer;
(Viii) incomplete financial offer;
(Ix) and the absence of a Financial Solvency Certificate of 100 million.
13. The main qualification criteria (essential criteria)
The essential criteria will be evaluated binary (satisfaction or not); Thus, several sub-criteria drawn from the sub-headings below of the tender dossier will be used to evaluate the technical offer:
(I) the experience of management staff;
(Ii) company references;
(Iii) the availability of essential equipment and equipment;
(Iv) Completion time;
(V) access to a line of credit or other financial resources;
Failure to comply with 90% of the above criteria will result in the elimination of the offer.
The contracting authority will award the contract to the tenderer submitting the lowest evaluated tender and fulfilling the financial, technical and administrative capacities required by the so-called essential criteria or the elimination criteria.
However, the Contracting Authority reserves the right not to award the contract to the undertakings in the present case if it considers the offer unrealistic.
Tenderers shall remain bound by their tenders for ninety (90) days from the closing date for the submission of tenders.
