The purpose of this invitation to tender is to supervise and control the construction works of the town hall of MBANGASSINA in the MBAM AND KIM Division, Center REGION.
The invitation to tender relates to one (01) single lot for technical inspection and supervision of works in accordance with the contract.
This project management consists of:
Ø direction of the execution of the work contract,
Ø quality control of supplies and works in relation to technical studies,
Ø quality control in relation to technical specifications, supervision of technical tests,
Ø approval of execution projects,
Ø Approval of work reconciliation plans,
Ø assistance during reception and during the warranty period
Ø Preparation of monthly activity reports.

Participation in this national invitation to tender is open to the following short-listed Technical Bureau of Technical Studies (BTS) under Cameroonian law.
The work under the present invitation to tender is financed by the budget of FEICOM and the Mbangassina council for the financial year 2017 at the level of: 15,504,673 FCFA (all taxes included).
The Consultation File can be consulted at the Mbangassina’s General Secretariat.
Submission of tenders
The documents constituting the tender will be divided into three volumes, under double envelopes, of which:
Ø The envelope A containing the administrative offer (volume 1) and the technical offer (Volume 2)
Ø The envelope B containing the Financial Offer (Volume 3).
All the constituent parts of the tenders (Envelopes A and B) shall be placed in a large sealed outer envelope bearing only the words:
The different parts of each tender will be numbered in the order of the tenders file and separated by identical color dividers.
The tender file may be obtained from the General Secretariat of the municipality of Mbangassina; upon publication of this notice, against payment of a non-refundable sum of twenty-eight thousand francs (28,000 FCFA), payable at the Mbangassina’s Municipal Revenue, representing the cost of acquiring the File.
The receipt must specify the number of the Invitation to Tender. When the tender is withdrawn, tenderers must register with their complete address: PO Box, Telephone, Fax, E-mail.
Each tender, drawn up in French or in English and in five (05) copies, one original and four (04) copies marked as such, must be received by the secretary-general of the Mbangassina council no later than 06 March 2017 at 12 noon, and filed against receipt. It must be marked:
“NOTICE OF OPEN NATIONAL CALL FOR TENDERS N ° 03 /ONCT / MBNAC/ IPC / 2017 IN EMERGENCY PROCEDURE OF 25 JANUARY 2017 FOR THE SUPERVISION AND CONTROL OF CONSTRUCTION WORKS OF THE MBANGASSINA TOWN HALL , MBAM AND KIM DIVISION , CENTER REGION.”

The duration of the benefits is EIGHT (08) months, the mobilization being based on the actual duration of the works.
Administration on whose behalf the contract will be concluded:
The contract will be concluded between the contracting authority and the Mayor of the municipality of Mbangassina after the tenderer has reviewed the tenders and the contracting authority's definitive choice as an awardee.

Tenders which do not respect the method of separation of the financial offer from the administrative and technical offers will be inadmissible.
• Any tender that does not comply with the requirements of this Notice and the Consultation Package will be declared inadmissible.
• Only the administrative documents required must be produced in the original or in single copies only, before signature of the contract.
• They must be dated less than three (03) months.
• The opening of offers will be in two stages. The opening of the administrative and technical offers will take place on 6 March at 1 pm by the Internal Procurement Commission (IPC) of the Municipality of Mbangassina.
• Following the examination of the administrative documents and the evaluation of the technical offers, the opening of the financial offers will be carried out under the same conditions, at a later date which will be communicated to the tenderer if the administrative file is in conformity and Having obtained a technical mark equal to or greater than 70 points out of 100.
14-1: Elimination Criteria:
14.1.1: Administrative parts:
(A) Incomplete files or non-compliant documents (Subject to the provisions of point I.1 of Circular No. 002 / O / PM of 31 January 2011 on improving the performance of the public procurement system); These parts are due before the contract is signed
B) Falsified or non-authenticated document (the IPC and the Contracting Authority reserve the right to authenticate any document of doubtful character);
(C) Parts certified or signed by a non - competent person.
14.1.2: Technical offer:
(A) Incomplete or incomplete records;
(B) False statements, falsified or scanned documents in lieu of certified or original copies;
(C) Technical note less than 70/100;
D) Parts certified or signed by a non - competent person.
(E) Lack of a Methodological Note on the Performance of Benefits.
14.1.3: Financial offer:
(A) Incomplete financial offer;
(B) Omission in the financial offer of a quantified unit price;
14-2 Essential Criteria
14-2-1 Technical offers
(A) Technical tenders shall be marked according to the following essential criteria:
(B) Qualification of experts and their experience in the project area on 45 points;
(C) Technical and material resources to be established on 25 points;
D) BET references: out of 30 points.
14-2-2 Financial offers
Only the financial offers of tenderers whose technical tender has been declared admissible after the examination of the conformity of the administrative documents (1st stage) and the technical evaluation (2nd stage) will be evaluated on the following criteria:
NM = MMd x 100 / MS
NM = Note on the amount of the tender offer;
MMd = Lowest evaluated supply amount;
MS = Estimated amount of the bidder.
A weighting will be made between the technical note and the financial note in order to obtain the final grade N (technical-financial note) according to the following formula:
N = [(70 x Technical Note) + (30 x Financial Note)] / 100

Tenderers are bound by their tender for 90 days from the closing date for submission of tenders.
The Contracting Authority will award the Contract to the Bidder if and only if its bid is substantially in accordance with the requirements of the Consultation File.
