Within the framework of the Public Investment Budget 2023, the Mayor of WabaneCouncil, Delegated Contracting Authority, hereby launches an Open National Invitation to Tender (Emergency Procedure) for

EXTENSION OF ELECTRICITY FROM ANYOH TO MBECHO AND ALONKONG IN WABANE COUNCIL

The works comprise the output of the preliminary studies carried out and the detailed information provided in the technical specifications and the quantitative estimates.

The works which form the subject of this invitation to tender shall be financed by Public Invest Budget of the 2023 financial year; Budget Head :

The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The maximum period provided for the execution of the works is fixed at Three (03) months.

Each bidder shall enclose in his administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of Finance and that shall respect the model in this tender file and valid for ninety (90) days beyond the original date of the validity of the offers.

The bids shall be opened in single (01) phaseon24/02/2023at 11 AM local time by the Tender Board of the Delegated Contracting authority in the Conference Hall of Wabane Council, in the presence of the bidders or duly authorized representatives having full knowledge of thefile.

Bid shall be rejected when:

v  lack bid security

v  Non conformity of administrative documents 48hrs after opening ofbids

v  Absence of unitprices

v  Falsified or fraudulent documents

v  Technical score less than70%

1. MAIN QUALIFICATIONCRITERIA:

v  General Presentation in conformity with the models of thisbid

v  Done projects Totaling 150 million FCFA during the past 3years

v  Access to credit or other financial sources

v  Has done similar jobbefore

v  Availability of material and essentialequipment

v  supervisory staff with at least 3-5 years experience in the construction of electrical power distribution networks

The non-respect of any of the above criteria shall cause the elimination of the bid

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the date of opening of bids.
