In the framework of the execution of the 2017 Public Investment Budget, the Mayor of Nkong-Zem Council hereby launches an Open National invitation to tender for the installation of solar energy equipments in the integrated health center of Fokamezo, Nkong-Ni Suh Division, Menoua Division, West Region

Works object of the present Open National Invitation to Tender are constituted as follows :

- The construction of a Medium Tension line (triphasé) 3x34 mm²;

- Installation of a transformator Medium Tension (triphasé) H61 50 KVA 30 KV/B2 ;

- The construction of a Law Tension line (triphasé) 3x50+NP+2EP :

- Diverse prestations (transports, manutension. elagage) ;

- Branchings and interior installations:

The estimated cost of the operation as issued from initial studies 15.000.000 (Fifteen millions) FCFA

Participation in this invitation lo lender is open on equal conditions to Consulting firms based in Cameroon with sufficient references in the domain of solar energy works.

Tender can be admitted to act as Groups of companys, with condition that the head of the Group be clearly designed. In such cases, the attribution of each member of the Group shall clarified in the constitution act of the Group

The execution deadline provided by the Project Owner for the execution of services for this tender file shall be three (03) months. This deadline takes effect from the date of notification of the service order to start

Each Bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 13 of the tender file, valid for thirty (30) days beyond the validity of the offers. The amount of the bid bond by project is fixed as indicated hereby.

The administrative documents required shall be produced in originals or true copies certified by the relevant services, and in accordance with the Special Rules and Regulations of the invitation to tender; otherwise the bid shall be rejected. They shall not be older than three (3) months at the time the bids are deposited or must have been produced after the signing of the tender notice.

Any bid not in conformity with the prescriptions of this notice and tender files hall not be received. Especially, the absence of a bid bond issued by a first-ranking bank approved by the Ministry in charge of Finance or the non-respect of the mode is of the tender file documents shall lead to the outright rejection of the bid without room for further appeal.

The opening of bids shall take place in a unique phase.

Administrative documents, technical and financial bids shall be opened on the 24/03/2017 at 11 00 a.m.local time, by the Nkong-Zem Internal Tenders Board in the conference hall of the council, in the presence of bidders or their authorized representatives with right proof of their mandate.

1 - Main eliminatory criteria

The main eliminatory criteria are:

Financial capacity less than 60% of the provisional amount of the project ;

The bidder has abandoned a contract or has been resiliated ;

The bidder has a contract of a passed exercise is steel not receptioned by his fauit ;

- Absence of details of a unit price ;

- Absence of an administrative document during opening of tenders ;

- Technical score less than 70% ;

- Presence of forged documents in the bid;

13.2 - Main (Qualification criteria

The assessment of the technical bids will be done according to three essential criteria, according to a yes or no system as follows:

1- Experience of the bidder in similar works YES / NO

2- Technical capacity of the bidder (Human and material means) YES / NO

j —Methodology of execution and planning YeS / NO

4—Financial capacity of the bidder YES / NO

Any bid must totalise at least 70% of yes at this stage to be qualified for the next stages of the competition.

The Bidder presenting the offer in accordance with the main qualification criteria and having presented the cheaper price should be the awarder of the contract.

The bidder is engage by his bid for a period of ninety (90) days with effect from the deadline fixed for the submission of the bids.
