2.Objet New(Additif)

Within the framework of the human resources management policy, the Director General of the Cameroon Civil Aviation Authority (CCAA) has undertaken several important actions. However, their success depends on empowerment and involvement of staff. It is in this perspective that the CCAA wants to set up one administration per workstation

 

The CCAA is seeking external expertise to assist it in this process, whose non-exhaustive objectives are as follows:

  • Better definition of jobs;
  • Identification of competencies required for positions;
  •  An assessment of the numbers and skills required;
  • A definition of performance measurement indicators.

These tools constitute the fundamentals of the implementation of an efficient management system

3.Consistance des prestations New(Additif)

The mission of the Cabinet should enable the CCAA to:

  • Improve the organization of the work of the agents, in compliance with legal and regulatory constraints;
  • Improve the organization of tasks, roles and responsibilities and improve the definition of competencies required by workstations;
  • Establish relationships between workstations in each structure and substructure;
  • Improve the effectiveness, motivation and satisfaction of staff individually and collectively;
  • Develop a culture of performance.

Specific tasks within the framework of this Call for Expressions of Interest are described in the terms of reference.

Participation in this Call for Expression of Interest is open to all firms or groups of firms specializing in human resources management

Each tender written in French or in English in six (06) copies, one original and five (05) copies marked as such, must reach the Directorate General of the Cameroon Civil Aviation Authority (CCAA) Markets), located at Yaounde Air Base 101 no later than 22 MARCH at 10 am and shall bear the words:

7.Composition du dossier New(Additif)

Under penalty of rejection, each application file must include a complete administrative file and a technical file containing the following parts required.

A.    ADMINISTRATIVE FILE

1. The grouping agreement, where applicable; (Under heading of the grouping)

2. Signing authority where applicable;

3. A certified copy of license 2016 or 2017 at the effective tax rate;

4. A certified copy of the taxpayer's card;

5. A certificate of non-payment, in lieu of a tax certificate and a statement of tax status, signed by the General Directorate of Taxes;

6. A certificate of non-bankruptcy drawn up by the Court of First Instance dating less than three (3) months before the date of submission of the tenders;

7. A certificate for submission issued by the National Social Welfare Fund certifying that the tenderer has fulfilled his obligations towards the said fund dating less than three months from the date of signature of the said certificate;

8. a certificate of non-exclusion from public procurement issued by the body responsible for regulating public procurement;

9. A certificate of bank domiciliation of the tenderer, issued by a bank approved by the Ministry of Finance of Cameroon

 

  1. B.     TECHNICAL FILE

1. A brief description of the Applicant and an overview of his recent experience in similar missions. For each of them, this summary must indicate, in particular, the characteristics of the proposed personnel, the duration of the mission, the amount of the contract and the share taken by the Candidate;

 

2. Any comments or suggestions on the Terms of Reference;

 

3. A description of the proposed methodology and work plan to accomplish the mission consistent with the Terms of Reference;

 

4. The composition of the proposed team, by specialty, as well as the tasks entrusted to each member and their timetable;

 

a)   Qualification of consultants

                i.  Work team

In order to carry out the tasks entrusted to it, the firm will mobilize and involve its employees as described in its technical offer

Key personnel must have at least the following experience:

A Head of Mission: An expert in human resources management and / or organizational development. Holds a degree of at least a Bachelor's degree and demonstrates a minimum of fifteen (15) years of experience with significant references in the field. Have carried out at least three missions of the same or similar nature over the past five years in companies of a size comparable to the CCAA. Experience in steering and accompanying change would be a plus;
A specialist in Human Resources Management: BAC + 4 degree. Demonstrate at least ten (10) years’ experience with references in the field. Have completed at least two (02) job descriptions in the last three years for companies of comparable size to the CCAA. Demonstrate a good command of labor regulations, process mapping, and skills management;
A civil aviation engineer with a BAC + 5 diploma, and demonstrating at least - 12 years of experience in the field of civil aviation. To have carried out or participated at least in a mission of the same or similar nature during the last five years. Have a very good knowledge of civil aviation professions. A rewarding experience in airport operations and / or air navigation would be a plus;
 A Project Management Specialist with a BAC + 5 degree and demonstrated at least five (5) years’ experience in project management. Have developed at least one (01) project management plan - over the past three years;
 Two support staff, each holding a diploma in the office secretarial field and demonstrating at least five (5) years of experience in the field.

 

  1. Curricula vitae recently signed by the proposed professional staff and the representative of the Candidate empowered to submit the proposal. Key information should include the number of years of experience of the Applicant and the extent of the responsibilities performed in various missions over the past five (5) years;
  1. Estimates of staff inputs (managers and support staff, time required for the performance of the mission) justified by bar graphs showing the expected working time for each team manager;
3.Cabinet references: at least three (03) references in similar missions: Attach first and last page of the contract including technical receipt reports;

 

  1. Logistical and technical resources of the firm       
a.     The list of computer equipment with proof of possession (computer, printer, scanner ...);
b.     The list of logistical means with proof of possession (vehicle, mobile phone, fax, ...);

 5.The terms of reference (TOR) initialed on each page, signed and sealed on the last page;

 
NB: under penalty of rejection of the tender, the documents must be certified with the issuing services as well as the gray cards. The diplomas must be certified to the administrative authorities (Sub-prefect, Prefect, Governor) Exclusively.
