Within the framework of the execution of the 2023 TIKO COUNCIL INTERNAL BUDGET, the Mayor Tiko Council, Contracting Authority, hereby launches an Open National Invitation to Tender FOR THE ACQUISITION OF A FISH FEED PRODUCTION MACHINE

The services of this contract include: (supply, transportation, handling and acceptance of equipment's).

The estimated cost after preliminary studies is 10 000 000 FRS

1. This tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The services which form the subject of this invitation to tender shall be financed by the PUBLIC INVESTMENT BUDGET of the Ministry of Livestock fisheries and animal industry for the 2023 financial year, Budgetary Head: 57 31 057 01 641932 524418 051

Interested eligible bidders may obtain further information during working hours as from the date of publication of this tender notice, at the contracts service of Tiko Council

The complete tender file may be obtained from the contracts service of Tiko Council upon presentation of a treasury receipt attesting to the payment of a nonrefundable sum of 10 000 FCFA, at the Tiko Council Treasury.

The maximum delivery deadline provided for by the Contracting Authority shall be one (01) month.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 200 000 and valid for thirty (30) days beyond the date of validity of bids

The bids shall be opened in a single (01) phase on _28_/_03_/2023 at 11 am local time by the Tender Board of Tiko Council at the Tiko Council conference hall in the presence of the bidders or duly authorized representatives having full knowledge of the file. (Power of Attorney).

Bid shall be rejected when:

In case of absence or non conformity of an administrative document, the bidder will be given 48 hours to produce or replace the document in question. (Non conformity of administrative documents, technical offers and specifications, antecedents of bad execution of contracts etc

The technical score is less than the minimum required;

14. MAIN QUALIFICATION CRITERIA:

The criteria relating to the qualification of candidates could indicatively be on the following:

+     Supplier's references Yes / No

+     Antecedents of non-execution of contract or pending disputes Yes / No

+     Experience of supervisory staff Yes / No

+     Methodology                         Yes/No

The non-respect of 03 criteria shall cause the elimination of the bid.

NB: the marking scale for offers by award of points is banned in favour of the binary method (Yes or No).

Bidders shall be bound by their bids for a period of 90 (ninety) days with effect from the deadline set for the submission of bids.
