Within the framework of the Public Investment Budget 2023, the Mayor of the LIMBE
ICouncil, Contracting Authority, hereby launches anOpen National Invitation to tender by
emergency procedure for theGREEN SPACE AT LIMIBE I (BOTA)
The works comprise the following:
Cleaning,
Planting
Construction works
Clearing
The estimated cost after preliminary studies isTHIRTY million (30 000 000) FCFA all taxes inclusive
The work is in a single (01) Lot as follows:FOR GREEN SPACE AT LIMBE I (BOTA AND LIMBE I COUNCIL ENTRANCE)
Participation is open to duly legalized Cameroonian enterprises or Company that fulfil the requirements of this invitation to tender
Works which form the subject of this invitation to tender, shall be financed by Public Investment Budget of the 2023 financial year, budget head

Interested eligible bidders may obtain further information as from the date of publishing of this tender notice, at the Private Secretariat of the Mayor office LIMBE I Council during working hours 7:30am — 3:30pm
The complete tender file may be obtained from the office of the Mayor's office to the 24/02/2023 Mayor of LIMBE I Council from 24/02/2023(7:30am-3:30pm) against a payment of a non refundable sum of FIFTY thousand (50,000) FCFA payable at the LIMBE I Council Treasury
Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the office of the Private Secretary to the Mayor of LIMBE I Council not later than 21/03/2023 at 10:00am and should carry the inscription:

The maximum execution deadline provided for by the Contracting Authority shall be as follows:Three (03) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first‑
'rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the tender file, of an amount of Six hundred thousand (600,000)Francs CFAand valid for Six hundred and ninety (90) days beyond the date of validity of bids

"To be opened only during the bid opening session".
The bids shall be opened in a single (01) phase on the 21/03/2023 at 11am local time by the Limbe I internal Tender Board of the in LIMBE I Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
Any bid not meeting with the requirements of the Tender File will be declared inadmissible.
A. ELIMINATORY CRITERIA Bids shall be verified when this is:
v Absence or Non-conformity of an administrative file 48h after bid opening
v False statement or Falsified documents in the Tender Files;
+ Omission in the financial offer of a quantified unit price
v Technical marks less than 70% B. ESSENTIAL CRITERIA: The criteria relating to the qualification of candidates could indicatively be the following:

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder lowest fulfilling the best technical and financia offer
Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
