Within the framework of the Public Investment Budget 2023, The Mayor of Limbe I Council, Contracting Authority, on behalf of the Minister of Decentralization and Local Development, hereby launches an Open National Invitation to Tender FOR THE EXTENSION OF ELECTRICITY AT BOSSUMBU (MILE II) IN LIMBE I COUNCIL AREA, FAKO DIVISION.
The works comprise in a nutshell:
ü Construction of a MV three phase line,
ü Construction of three phase transformation substations equipped with transformers H61,
ü Construction of three phase LV line with preassembled aluminum cable
ü Environmental impact notice
ü Sundry expenses.
Further detailed information is provided in the technical specifications and the quantitative estimates. Document N° 5 and 7.
The works which form the subject of this invitation to tender shall be financed by Public Investment Budget of the 2023 financial year; Budget Head : 50 000 000 cfa f
The tender is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

The complete tender file may be obtained from the Mayor's office Limbe 1 council from the 24/02/23 against payment of a non-refundable sum of One Hundred Thousand (100,000) FCFA, payable at the Limbe I municipal treasury
Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Limbe I Council, against a receipt not later than 21/03/23 at 10 am local time in three (03) distinct envelopes which shall be lablelled as follows:
- Envelope A: Administrative Documents; (spiral bind with all pages numbered),
- Envelope B: Technical Officer; (spiral bind with all pages numbered),
- Envelope C: Financial Offer; (spiral bind with all pages numbered),
NB.These three (03) envelopes will be put in a fourth one which shall be sealed and labeled imperatively as follows:
The maximum period provided for the execution of the works is fixed at three (03) months, from the date of issue of Service Order for the commencement of works.
Each bidder must include in his/her administrative documents a bid bond issued by a first rate bank approved by the Ministry in charge of finance and recognized by COBAC (Commission Bancaire pour l'Afrique Centrale) featuring on the list in Document 12 of the tender file of an amount of One Million (1,000,000) FCFA with a validity period of ninety (90) days from the date the bids are opened.
Under penalty of rejection, the required administrative documents must be imperatively produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the Special Regulations of the Invitation to Tender, within the last three months, otherwise they shall not be accepted.
Any bid not in compliance with the specifications of this tender notice and file shall be declared inadmissible. Notably, the absence of the bid bond issued by a first rate bank approved by the Ministry in charge of finance or its non-compliance with the model documents of the tender file shall lead to outright rejection of the bid without any possibility of appeal.

The bids shall be opened in a single (01) phase on the 21/03/2023 at 11:00 am local time at the Limbe I Council Internal Tender Board in the Limbe I Council Conference Hall, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
- 8. Bid will be rejected when there is:
- Absence or Non conformity of administrative documents, 48 hours after bid opening
- When there is forged, falsified or fake documents;
v Absence of bid bond;
v Absence of quantified unite prices;
v Non compliance to technical specifications.
