The City Mayor of the Bamenda City Council hereby launches under the emergency procedure an open national invitation to tender for the above-mentioned project.
The works are made up of:
- Site installation;
- Site Preparation;
- Earth Works;
- Concrete and masonry works;
- All other works necessary for good execution of the works.
The estimated cost after preliminary studies is One hundred and sixty five million. (165,000,000) FCFA inclusive of all taxes.

The file may be obtained from the Department of Technical services of the Bamenda City Council at Mulang, as soon as this notice is published against the payment of the sum of one hundred and sixteen thousand two hundred and fifty francs (116,250) CFA Francs, payable into the Bamenda City Council Treasury under the budgetary head 712 101.
Each bid drafted in English or French shall be signed by the bidder or by a duly authorized representative and presented in five (05) copies including the original and four (04) copies marked as such. These shall be submitted in one sealed pack containing three (3) envelopes; (A: Administrative file, B: Technical file, C: Financial file). The sealed pack shall bear no information on the enterprise, and should reach Bamenda City Council on or before the 10/03/2023 not later than 10.00 am and should carry the inscription:
«Open National Invitation To Tender N° 005/ONIT/BCCITB/23 of 14/02/2023 for the construction of ring culverts, gutters and gutter slabs along some roads in Bamenda city under“Emergencyprocedure”.

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this invitation to tender is five (05) calendar months.
Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of Three million three hundred thousand (3,300,000) CFA Francs and valid for ninety (90) days as from the latest date of submission of bids.
For fear of being rejected, only originals or true copies certified by the issuing services or administrative authorities must imperatively be produced in accordance with the Special Regulations of the invitation to tender.
They must obligatorily not be older than three (03) months preceding the date of submission of bids or may be established after the signature of the tender notice.
Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially but not limited to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.
The Administrative documents, Technical and Financial bids shall be opened in a single phase on the 10/03/2023 at 11 am, local time, by the Bamenda City Council Internal Tenders Board,in the Tender Board Conference Room. Bidders may attend or represented by a duly mandated person
- 1. Main eliminatory criteria
i) Eliminatory criteria:
- Absence of bid bond;
- Deadline of execution more than the prescribed;
- False declaration or falsified documents;
- Non compliance with bid model;
- Omission of a quantified task on the bill of quantities and cost estimates
- Technical mark of less than 80%;
ii) Essential criteria:
The following essential criteria shall be evaluated in a binary manner (satisfactory or not) and will include:
- Financial situation;
- Equipment;
- Personnel;
- Methodology of execution and conformity with technical specifications,environmental protection and hygiene;
- References for similar works.
The contract shall be awarded to the bidder whose bid has been judged essential in compliance with the tender file and is evaluated as the lowest.
Bidders will be bound by their tender for a period of ninety (90) days with effect from the tender-submission deadline.
