Within the framework of 2023 Investment Budget, the MAYOR NJINIKOM COUNCIL hereby launches an OPEN NATIONAL INVITATION TO TENDER BY EMERGENCY PROCEDURE NO. 02/ONIT/N/MINDDEVEL/NC/NCITB/PIB/2023 OF..16/02/2023
 for the construction of CMA NJINIKOM Doctor’s residence in NJINIKOM in BOYO Division of the North West Region

Work to be done consists of

• Preparatory works
• Earth works
• Foundation
• Masonry elevation
• Carpentry-roof works
• Electricity
• VDR drainage

The estimated cost after preliminary studies is 25,000,000 (twenty-five million) CFA Francs.

Participation to this invitation to tender is open to Cameroonian enterprises that are in compliance with the fiscal laws.

Works which form the subject of this invitation to tender shall be financed by the 2023 Public Investment Budget of the Ministry of Basic Education.

Each offer drafted in English or French in 07 (seven) copies including 01 (one) original and 06 (six) copies should reach the Njinikom council not later than _17/03/2023. at 10AM local time and should carry the inscription:

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) calendar months

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 500,000CFA (FIVE HUNDRED THOUSAND Francs CFA, valid for thirty (30) days beyond the date of validity of bids. As per article 90 (9) of the Public contract Code (Decree No. 2018/366 OF 20 June 2018), certified cheques or bank cheques are acceptable in the place of bid bod.

Under penalty of being rejected, only originals or true copies certified by the issuing service or administrative authorities (Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the invitation to tender.

They must obligatorily be not older than three (3) months preceding the date of LAUNCHING OF THE TENDERS or may be established after the signature of the tender notice

 Any bid not in compliance with the prescriptions of the Tender File shall be declared inadmissible. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance. .

The bids shall be opened in a single phase. The opening of the administrative documents, the Technical and Financial offers will take place on the _17/03/2023 at 11 A.M. local time, at the Conference Hall of Njinikom Council), by the NJINIKOM COUNCIL INTERNAL Tenders Board. Only bidders may attend or be represented by duly mandated persons of their choice.

1. 1.                     Evaluation of the bids :

The evaluation of the bids shall be done in three (03) steps:

• 1^st step: Verification of the conformity of the administrative file;
• 2^nd step: Evaluation of the technical file;
• 3^rd step: Analysis of the financial file.

The criteria of evaluation are the following:

There are two types of evaluation criteria: eliminatory and essential criteria.

14.1-Eliminatory criteria

Eliminatory criteria fix the minimum conditions to be fulfilled to be admitted for evaluation of the essential criteria.

They refer especially to:

14.1.1- Administrative documents

• Absence of the provisional guarantee;
• A bid with the external envelope carrying a sign or mark leading to the identification of the bidder.
  • False declaration or falsified documents.

14.1.2- Technical file

• Incomplete  or non compliant documents;
• False declaration or forged documents;
• Technical assessment mark lower than 75% of “Yes”.

14.1.3- Financial offer

• Incomplete financial offer;
• Omission or modification of a quantity or unit in the financial offer.

The essential criteria are subjected to minima whose detail is given in the Special Tender Regulation (RPAO).

The note of the technical offer will be gotten by addition of marks for every criteria. Only the technical offer having gotten an equal or superior note to 75% of YES will be kept for the financial evaluation.

The jobbing order shall be awarded to the bidder whose bid is in conformity to the dispositions of the tender file and on the basis of the lowest bid and technical quality. (See article 99 of the public contracts code).

The bidders shall remain committed to their bids during a period of (ninety) 90 days from the deadline set for the submission of bids.
