In View of the exécution of the 2017 public investment Budget, the Adamaoua Régional Delegate of Public Contract, Contracting Authority, hereby launches for the account of the Mbere Divisional Officer, Delegated Project Owner, an Open National Invitation to Tender for the completion construction works of the building having to shelter the Meiganga Divisional services, Mbere Division, Adamaoua Région.

The works subjects of this contract include:
- Preparatory works;
- Structure reinforced concrète and masonry - élévation;
- Plafonnage;
- Coating of soils and walls;
- Mixed joinery and sécurisation;
- Plumbing - sanitary
- Electricity;
- Painting;
- VRDS and other Amenities

The estimated cost of the opération following prior studies stands is 71 228 000 (sixty eleven millions two hundred twenty-eight one thousand) Franc CFA.

The set of works are constituted in only one unique share.

The participation is open to equality of conditions in all enterprises of Cameroonian right installed in Republic of Cameroon and filling the conditions taken in the Particular Régulation of call of offers (RPAO) that makes the object of the piece N° 03 of the présent File of call of offers.

NB: The offer should be accompanied by a CD containing the numeric version under Excel format of the quantitative and
approximate détail setting.

The maximal length of exécution of works is of Six (06) months.

Every tendered must join to his administrative pièces, a guaranty of submissiveness established by an assurance or a first-class bank accepted by the Ministry in charge of Finance and whose List
represents in the piece 12 of the DAO specifying the amount of 1 425 000 (one million four hundred twenty-five) francs CFA during thirty (30) days beyond the original date of validity of the
offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority in accordance with the Spécial
Conditions of the invitation to tender.

They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.

Any incomplète offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by
the Ministry in charge of Finance.

The bids shall be opened in single phase.
The openipg of the administrative documents and the technical financial offers shall take place on 24/03/2017 at 11 am local time by the Régional Tenders Board attached to the Adamaoua Régional Delegate of Public Contracts, in the Conférence Room of the Adamaoua Régional Délégation of Public Contracts, located in Tongo Galdima area, Troua Malla crossroad, road to the railway station Tel: 222 25 11 79.

Only bidders may attend or be duly represented by a person of their choice.

Eliminatorv criteria
The eliminatory criteria's will essentially carry on:
1. Absence of an administrative piece or obstinate non conformity of an administrative piece after weariness of delays granted by the commission, distort déclaration or piece falsified or scanne;
2. Business number prescribed on the patent inferior to 45 million CFA francs, this last must be under validity and compliant at the year of reform;
3. Not exécution or abandonment of a contract during the three (03) last years by the fact of the enterprise;
4. Not to have justified a realization during the two (02) last years, (justifying pièces: copy of the first page and the last page of the contract and temporary receipt PV);
5. Absence of an unit price quantified or the description of an unit price proposed no - compliant to the spécifications of the CCTP;
6. Absence of one under - détail of the unit prices;
7. Note technique lower to 70% of yes on 100.

At the risk of dismissal, the guaranty of submissiveness and the attestation of banking domiciliation of the tenderer must be produced imperatively in original, the other pièces in original or in copies certified compliant. These administrative justifications must date less three (03) month and to be compilant to the models.

Essential criteria
The relative criterias to the qualification of the candidates will carry to indicative title on:
1. A déclaration on the tenderer's honor, signed and dated certifying the visit of the site and according to the model joins in appendix;
2. A déclaration on the honor of the tenderers, attesting that not only they have not only not abandoned a contract winth in the last three (03) last years, but also, that they are not on the list of the defaulting companies annually established by the Public Contract Minister;
2. Business number of the two (02) last years;
3. Banking solvency attestation superior or equal in 45 million FCFA;
4. References of the enterprise in the similar realizations;
5. Personal of technical framing on the yard;
6. Essential materials (Truck skip, vibrant Needle, Kids tooling of yard and Vehiclè of link and Other materials);
7. Technical proposition: Existence of a methodology (Organization chart of the enterprise, Organization and methodology of exécution of works, Planning of exécution of works, Plans of the Project, Arrangement planned for the protection of the environment, hygiene and the security of the yard);
8. Proofs of acceptance of the conditions of the market;

PS: Only the tenderers havins sotten 70% of yes ta the technical assessment will be admitted to the finandal analysis.

The market will be assigned to the tenderer whose offer has been admitted compliant and filling the technical capacities requisite and estimated least saying.

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
