As part of the execution of the BIP for the year 2023, the Mayor of the Commune of MBANGA, Contracting Authority and Project Owner, is launching on behalf of the Government of the Republic of Cameroon, under an emergency procedure, a National Open Call for Tenders for the extension of lighting in the needy priority neighborhoods (Village Yoke and Muyuka2A/Echimbi) in the Mbanga Council, Moungo Division, Littoral Region.
The works, which are the subject of this invitation to tender, comprise the following main tasks
- Preparatory works;
- The construction of single-phase medium voltage (MV) networks 1x34 mm2;
- The transformer station h61;
- The construction of the low voltage network (LV) three-phase overhead 3x70mm2 or 3x50+2ep+np cable pre-assembled;
- The construction of low voltage network (LV) aerial 4x25mm2 in Yoke;
- The various services;
- The household connection.
Participation is open on equal terms to companies and firms under Cameroonian law, with proven experience in the field of energy and public works in general.
The works, subject of this invitation to tender, are financed by the Public Investment Budget, for an estimated cost of 50,000,000 (Fifty Million) CFA francs including tax.
The tender documents can be consulted during working hours at the Technical Department of Urban Planning and Development of the project owner, at the Mbanga Council, BP: 49.
The tender documents can be obtained from the Mayor's Office, by the presentation of a receipt of payment to the Municipal Treasury Office of the Mbanga Council of a non-refundable sum of forty thousand (40,000) CFA francs for the cost of purchasing the documents.
This receipt must identify the payer as representing the company wishing to participate in the call for tenders.

Submission of bids:
The documents constituting the bid are divided into the following three volumes contained in closed sealed envelope
Tenders submitted in this way will be placed in a single, closed sealed enveolpe bearing only the refence to the initiative to tender in question. The various parts of each bid witll be numbered in the RFP and separated by dividers oh the same color.
The overall time limit for the execution of the letter order is ninety (90) calendar days. This period includes rainy periods, all bad weather and miscellaneous difficulties and runs from the date of notification of the Service Order to commence work.
Tenders that do not respect the method of separation of the financial offer from the administrative and technical offers will be inadmissible. Any bid that does not comply with the requirements of this notice and the tender documents will be declared inadmissible. In particular, the absence of a bid bond issued by a first class bank approved by the Ministry of Finance, valid for thirty (30) days beyond the bid validity period.
Under penalty of rejection, the other administrative documents required must be produced in originals or in copies certified as true by the issuing department or an administrative authority, dated less than three (03) months and valid on the day of the opening of the bids.
The opening of the bids will take place in one (01) session on 24/03/2023 , at 12 noon precisely in the deliberation room of the Commune of MBANGA in the presence of the bidders.
Only the bidders may attend this opening session or be represented by a single person (even in the case of a group) of their choice with a perfect knowledge of the file.
Time limit for response by tenderers
For this invitation to tender, the deadline for responses is twenty-one (20) working days for companies wishing to participate from the date of publication of the invitation to tender.
Eliminatory Criteria:
a) Absence of bid bond;
b)Absence of supporting documents within 48 hours of a non-conforming document, during the opening of the documents in the administrative file, with the exception of the bid bond;
c) False declaration or falsified document whatever the File. To this end, the Contracting Authority and the CIPM reserve the right to
d) Non-acceptance of contract clauses (SCC and SCC not initialed on each page, not signed and not dated at the end);
e) Absence of a declaration on honor attesting that the bidder has not abandoned a contract during the last three years, and that it is not on the list of defaulting companies established by MINMAP;
f) Non-registration of the Works Supervisor in the National Order of Civil Engineers;
g) Absence of a certificate of financial capacity in the amount of thirty million (30,000,000)
h) Omission of a quantified unit price in the BPU and the DOE;
i) Failure to obtain at least 75% of the essential criteria. CFA francs.
Evaluation Criteria :
- General presentation of the offer
- References of the company in similar achievements (construction of buildings)
- Certificate and site visit report signed on honour by the tenderer (accompanied by photographs of the site);
- Certificate of financial capacity of an amount greater than or equal to 30 000 000 FCFA issued by a first class bank approved by MINFI;
- Quality of the personnel;
- Logistical means;
- Methodology;
- Technical Specifications (CCTP) initialed page by page and signed on the last page with the handwritten mention read and approved;
- Special Administrative Conditions (SCC) completed, initialed page by page and signed at the last page with the handwritten mention read and approved ;
- Absence of the World Digital File of the technical and financial offers (on USB key)
To be declared technically compliant, each offer must have met all the eliminatorycn criteria and obtained at least 20 Yes /26, i.e. at least 75% of the essential criteria listed above, evaluated in accordance with the Technical Offer Scoring Grid. Failure to meet this 75% of the above criteria will result in elimination of the bid.
The Employer will award the Letter Order to the Bidder whose technically qualified bid is evaluated as the lowest evaluated bid and determined to be substantially responsive to the Bidding Documents.
Bidders shall remain bound by their bids for a period of ninety (90) days from the deadline for submission of bids.
