The Lord Mayor of Bamenda III Council, the Contracting Authority, on behalf of the Republic of Cameroon, hereby launches an open invitation to tender for the rural electrification of Ndzah Village in Bamenda III council Area in Mezam Division

Work to be done consists of

• Construction of a medium voltage two phase line covering a distance of 3330m, with 2x34.4mm² Almelec cable over existing poles;
• Construction of a medium voltage three phase line covering a distance of 450m, with 3x34.4mm² Almelec cable;
• Construction of a low voltage single phase line covering a distance of 180m with 3x70mm²+1NP+2EP Aluminum cable;
• Construction of one three phase transformation substation equipped with a transformer H61-160kVA/30kV/B2;
• The Sundry expenses will consist of :
  • Clearing and pruning 3m width on each side of the network.

Transportation of wooden poles, materials and workers

  The estimated cost after preliminary studies is fifty million (50,000,000) CFAF

The work is as follows: The rural electrification of Ndzah village in Bamenda III Council Area of Mezam Division

Participation to this Invitation to Tender is opened to Cameroonian enterprises that are in compliance with the Cameroon laws.

         Works which form the subject of this Invitation to Tender shall be financed by the 2023 Public Investment Budget

The file may be consulted during working hours at Bamenda III Council

The tender file may be acquired from the Bamenda III Council upon presentation of a non-refundable municipal treasury receipt of Sixty-four thousand, five hundred (64,500) CFAF. Such a receipt shall identify the payer as representing the company that wants to participate in the tender.

Each offer or bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such in accordance with the prescriptions of the tender file should be submitted against a receipt at Bamenda III Council not later than 10/03/2023 at 10:00 am local time and should carry the inscription:

The maximum deadline provided by the Contracting Authority for the execution of the works forming the subject of this Invitation to Tender is One hundred and twenty (120) days.

          Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whose list is found in document N^o. 12 of the Tender File, of an amount of one million francs (1,000,000) CFAF and valid for thirty (30) days beyond the date of validity of bids

Under penalty of being rejected, only originals or certified true copies signed by the issuing service or administrative authorities (Governor, Senior Divisional Officer, Divisional Officers) must imperatively be produced in accordance with the Special Regulations of the Invitation to Tender.

They must obligatorily not be older than three (3) months preceding the date of submission of bids or may be established after the signature of the tender notice

 Any bid not in compliance with the prescriptions of the Tender File shall be rejected. This refers especially to the absence of a bid bond issued by a first-rate bank approved by the Minister in charge of Finance.

14^th of March 2023 at 10:00 a.m. and 11:00 a.m. respectively.

The bids shall be evaluated according to the main criteria as follows:

• Eliminatory criteria

• -Deadline for delivery higher than prescribed;
• -False declaration or falsified documents;
• Absence or insufficient bid bond;
• Absence or non-conformity of any administrative document 48hrs after opening time
• -A bid with the external envelope carrying a sign or mark leading to the identification of the bidder;
• -Incomplete financial file;
• Omission of a unit price in the financial bid;
• -Change of quantity or unit;
• -Non respect of (75%) of essential criteria;

• Essential criteria
  • General presentation of the Tender Files;
  • Financial capacity;
  • References of the company in similar achievements visa by the competent authority;
  • Quality of the personnel; 
  • Technical organization of the works;
  • Safety measures on the site;
  • Logistics;
  • Attestation of sites visit duly signed on honor by the bidder and report of site visit with pictures;
  • Special Technical Clauses initialed in all the pages;
  • Special Administrative Clauses completed and initialed in all the pages.

This evaluation will be done in a binary way (yes) or (no) with an acceptable minimum of 33/44(75%) of the essential criteria taken in account.

The Contract will be awarded to the bidder who would have proposed the offer with the lowest amount, in conformity with the regulations of the Tender Documents and having satisfied to 100% of the eliminatory criteria and at least 33/44 (75%) of the essential criteria

Bidders will remain committed to their offers for sixty (60) days from the deadline set for the submission of tenders.
