Within the framework of the 2023 Public Investment Budget, The Mayor of oko Council, Contracting Authority, hereby launches an Open National Invitation to tender for the CONSTRUCTION OF THREE BOX CULVERTS IN TOKO COUNCIL AREA
The works comprise the outcome of the preliminary studies carried out and the detailed Information provided in the technical specifications.
The estimated cost after preliminary studies is 45,500,000 FCFA
Participation is opened to duly legalize Cameroonian enterprises that fulfill the
equirements of this invitation to tender.
The services which form the subject of this invitation to tender shall be financed by the 'ublic Investment Budget of the 2023 financial year; Budget Head

The Tender File may be obtained from the office of the Mayor Toko Council (service of Public Contracts) Tel: 671 58 65 09 as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable sum of 40,000 FCFA payable at the Toko Council Treasury.

The maximum period provided for the execution of the works is fixed at three (03) months.
Each bidder must include in his/her administrative documents a bid bond issued by a st- rate bank approved by the Ministry in charge of finance featuring on the list in Document 10 of the tender file of an amount of 910,000 FCFA with a validity period of thirty (30) days from the date the bids are opened.

The bids shall be opened in one (01) phase:
FOR THE REHABILITATION OF COMMUNAL ROAD: CONSTRUCTION OF THREE BOX CULVERTS OF (3.0X2) AT MOCHORIBE SPRING, IRIBA NYANGU SPRING (3.0X2) AND MASHIMBITA SPRING (3.0X3X2) ALONG THE TOMBE — BABIABANGA WAD on 06-03-2023 at 11 am prompt local time at the Conference Hall of -oko Council, in the presence of the bidders or duly authorized representatives having !Al knowledge of the file (power of attorney).
i. main eliminatory criteria:
A bid shall be evaluated on conditions of:
v Bid bond in administrative document (Absence shall lead to outright rejection of the bid)
v Conformity of administrative documents
v Satisfaction of the main qualification criteria (100% in the Administrative File and at least 75% of the Technical Offer)
- Quantified unit price
Respect of the model documents
Attestation of site visit signed by the Mayor of Toko Council
False declaration or forged document
Antecedents of abandoned or uncompleted contract or pending disputes
Main qualification criteria:
f he criteria for qualification of candidates should be on the following;
- Access to credit or other financial sources (10million francs at least) Yes/No
4. Has done similar jobs before with reference Yes/No
- Acceptable methodology Yes/No
- Availability of material and essential equipment Yes/No
Supervisory staff with at least five years' experience in Construction works Yes/No
Turn over as in business license above or equal to 10 million francs Yes/No
Qualified personnel relevant to the job Yes/No
The non•respect of two (02) of the above criteria shall cause the elimination/rejection of the bid
- The contract shall be awarded to the contractor fulfilling the technical and financial conditions. (Least financial offer)
Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
