Within the framework of the 2023 planning aiming at meeting the aspirations of the local population, the Mayor of the Douala IV Sub-Divisional Council, the contracting authority, launches an Open National Invitation to Tender in emergency procedure, for the execution of the attainment works of the multifunctional center for the promotion of young people in Bonamikano village-Bonabéri-Douala.

The works consist of :

• Preliminary works;
• Coated – screed;
• False ceiling;
• Joinery;
• Sealed coating;
• Aluminum and glass carpentry;
• Carpentry glazing;
• Glass painting;
• Electricity;
• Fluids.

The estimated cost for the execution of construction is forty-eight million seven hundred eighty‑four thousand five hundred fourteen (48,784,514) FCFA.

Only companies incorporated under Cameroonian law and possessing the required financial, technical and legal capabilities are allowed to participate in this tender
Participation of companies in the form of a consortium or outsourcing in accordance with existing regulations is allowed.

The construction works involved in this tender is financed by the Public Investment Budget (PIB) 2023, imputation: ......................... Local imputation: 220 140.

FOR THE EXECUTION OF THE ATTAINMENT WORKS OF THE MULTIFUNCTIONAL CENTER FOR THE PROMOTION OF YOUNG PEOPLE IN BONAMIKANO VILLAGE –BONABERI – DOUALA
“To BE OPENED ONLY DURING THE SESSION FOR OPENING OF TENDERS”

The deadline for execution provided by the Contracting authority for the execution of the works shallnot exceed 90 (Ninety) days from the date of notification of the service order of commencement of the construction.

The tenders must be accompanied by a Provisional surety-bond (bid bond) established according to the model stipulated in the bidding document and issued by a first-rate bank which is approved by the Ministry of Finance and amounting to the amount set here below: 2% of the tender amount with taxes included of the offer 975 690 (nine hundred seventy-five thousand six hundred ninety) FCFA.
Bank cheques and certified cheques are not accepted.
The Provisional Surety-bond of unsuccessful tenderers will be automatically discharged at most thirty (30) days after the expire date of the validity of the tender. In the case where a tenderer wins the contract, the Provisional Surety-bond of the said tenderer will be discharged after the final Surety-bond has been made available.

To avoid any rejection, the administrative documents required, should imperatively be the originals or certified true copies (certified by the issuing service) in conformity with the Special Regulation of this Invitation to Tender.
They must be dated not more than three (03) months preceding the date of submission of bids.
All tenders that don not conform to the prescriptions of this notice and those of the Tender documents, will be declared inadmissible. The non-respect of the format of tender documents will result to the rejection of the tender, without any possibility to appeal.

Opening of bids (envelops, double envelops and sub-packages) will take place on the 29^th March 2023 at 2pm and will be a single session of the Douala IV sub-divisional Council’s Internal Tender Board Commission and will hold at the Douala IV sub-divisional Town Hall at the conference Room, 2^ndstorey door 11.

Main eliminatory Criteria

The purpose of the eliminatory criteria is to set minimal conditions required in order to quality for evaluation using essential criteria. The non-respect of these criteria will result to elimination of the contractor’s tender.

• The absence of the provisional surety-bond on the administrative file;
• The non-compliance of the administrative document and unsettlement 48 hours after the date line;
• The omission of a price on the list of unit prices;
• Non compliance of the bid model;
• Absence of a statement on honour attesting to the non-abandonment of a contractor the lastthree years;
• Absence of the capacity to exercise as engineer in charge of the works;
• Absence of a line of credit for financing public contract of at least 30 000 000 (Thirty million) issued by a first-class bank ;
• A False declaration or forged document;
• Technical score less than 83%.

Essential criteria

The evaluation of the tenders will be done first of all by eliminatory criteria, then using the YES or NO binary system criteria.

The technical proposal will be evaluated based on the following criteria:

• Financial strength                                                                        YES or NO
• The references (acquisitions) of the company                                    YES or NO
• The quality of personnel                                                               YES or NO
• The availability of required Logistics                                                YES or NO
• Methodology (organizational planning)                                             YES or NO
• Visiting site                                                                                YES or NO

The contract will be awarded to the tendered fulfilling the required technical and administrative capacities and submitting the lowest evaluated tender.

Tenderers shall remain bound by their tenders for a period of ninety days (90) from the date of submission of the tenders.
