Within the framework of the 2023 planning for the aspirations of the local population, the Mayor of the Douala IV Sub-Divisional Council, the contracting authority, launches an Open National Invitation to Tender in emergence procedure, for the construction of a fence in final materials at the nursery school of Bonendale-Bonaberi-Douala.

The works to be executed mainly include:

• Preliminary works ;
• Earthworks ;
• Foundations ;
• Bricklaying and coated;
• Metalwork ;
• Painting.

The estimated cost for the execution of construction is thirty-six-millions eight hundred thousand (36 800 000) francs CFA.

The present tender is only in one lot.

Participation in this Invitation to Tender is open to all enterprises of Cameroonian nationality practicing the same craft and possessing the required administrative, financial and technical capacities.
Participation of enterprises as a joint-venture or subcontractors is admissible in accordance with the regulation in force.

The construction works involved in this tender is financed by the Public Investment Budget (PIB) 2023, on the imputation line: ............  Imputation local: 220 140.

“TO BE OPENED ONLY DURING THE BID-OPENING SESSION”

The deadline for execution provided by the Contract Owner for the execution of the works shall not exceed ninety (90) days from the date of notification of the service order to commence the works.

To avoid any rejection, the administrative documents required, should imperatively be the originals or certified true copies by the issuing service in conformity with the provisions of the Regulations of the Invitation to Tender.
They must be dated not less than three (3) months preceding the date of submission of bids.
All tenders not in conformity with the prescriptions of this notice and the Open Invitation to Tender will be declared inadmissible. Notably, the absence of the bid bond issued by a first-class bank authorized by the Minister in Charge of Finance or failure to comply with the models of the documents of the Tender, will lead to rejection without any reconsideration.

The opening session of the bids (in sealed envelopes, sub-envelopes and sub-packages) shall take place in a single session on the 30^th March 2023 at 2:00 p.m. by the Internal Tender Board Commission of the Douala IV Sub-Divisional Council at the Town Hall of the Douala IV Sub-Division in the Conference Hall, 2^nd floor, Room 11.
The bidders or their duly mandated representatives who have a perfect knowledge of the file can take part in this opening session.

Eliminatory Criteria

• The purpose of the eliminatory criteria is to set minimal conditions required in order to quality for evaluation using essential criteria. The non-respect of these criteria will result to elimination of the contractor’s tender.
• The absence of the provisional surety-bond on the Administrative file;
• The non-compliance of the Administrative document and unsettlement 48 hours after the date line;
• The omission of a price on the list of unit prices;
• Non compliance of the bid model;
• Absence of a statement on honour attesting to the non-abandonment of a contractover the last three years;
• A False declaration or forged document;
• Technical score less than 83%.

Essential Criteria
The evaluation of the service offers will be done preliminary by eliminatory criteria, then using the YES or NO binary system criteria.
The criteria for qualification of bidders will be based on:

• Financial strength YES or NO
• The references (acquisitions) of the company; YES or NO
• The quality of personnel; YES or NO
• The availability of required Logistics YES or NO
• Methodology (organizational planning); YES or NO
• Site visiting YES or NO

The contracting authority will award the contract to the tenderer fulfilling the required technical and administrative capacities and presenting the lowest evaluated tender.

Tenderers shall remain bound by their tenders for a period of ninety (90) days from the date of submission of the tenders.
