The Delegate of Public Contracts of Mbam et Inoubou Division (Contracting Authority) hereby launches an Urgent Procedure on behalf of the Ministry of Basic Education, the Construction of one block of two classrooms in GPS Nitoukou Council, Mbam et Inoubou Division as follow:

The Present Invitation to Tender is opened to all Cameroonian Enterprises which justify the technical, financial and judicial capacities that enable them to realise these services.
The financing of the services of the Present Invitation to Tender is assured by the Public Investment Budget of the Republic of Cameroon, MINEDUB /exercise 2017. The amount of the project is 17 000 000 francs CFA.
The file may be consulted upon publication of this notice during working hours at the Divisional Delegation of Public Contracts of Mbam et Inoubou located within the building of Hôtel des Finances Bafia.
The file may be obtained at the Divisional Delegation of Public Contracts of Mbam –et- Inoubou located within the building of Hôtel des Finances Bafia, upon presentation of a payment receipt of the non-refundable sum of 50,000 (fifty thousand) CFA francs at the Nitoukou Municipal treasury.
Each tender drafted in English or French in 07 (seven) copies including 01 original and 06 copies marked as such, should be forwarded to the Divisional Delegation of Public Contracts of Mbam –et- Inoubou located within the building of Hotel des Finances Bafia latest on the 29th March 2017 at 12 noon, local time and should be labelled as follow:
N°05/ONIT/MPC/DCAC/DDPC-MI/CAS-MI/2017 OF THE 07TH MARCH 2017 IN URGENT PROCEDURE FOR THE CONSTRUCTION OF ONE BLOCK OF TWO CLASSROOMS, SOLAR LIGTH WITH LOCAL MATERIALS (STONE FONDATION AND COMPRESS EARTH BLOC WALLS) IN GPS NDOUGBISSOUNG IN NITOUKOU COUNCIL, MBAM ET INOUBOU SUBDIVISION, CENTRE REGION.
NOTE: To be opened only at the bid opening session.
The deadline for the execution provided for by the Contracting Authority for each lot shall be three (03) months with effect from the date of notification of the service order.

Each bidder shall include in his administrative documents, a bid bond per lot issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in the tender file. The amount is fixed at 340 000 francs CFA.
The bid bond shall be valid for thirty (30) days beyond the validity of the bids.
The other administrative documents required shall be produced in originals or true copies certified by the relevant services, and in accordance with the Special Rules and Regulations of the invitation to tender; otherwise the bid shall be rejected. They shall not be older than three (03) months and shall not be produced before the signing and publication of the tender file.
Any bid not in conformity with the prescriptions of this notice and tender file shall be declared inadmissible. Especially, the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance or the non respect of the models of the tender file documents shall lead to the rejection of the bid outright without further appeal.
Bids shall be publicly opened in a single phase.
The bids shall be opened on the 29th March 2017 at 01p.m, local time, in the Conference Room of Hotel des Finances BAFIA by the Divisional Commission for the Award of Public Contracts of Mbam et Inoubou Division. The bidders or their dually authorised representatives with a perfect knowledge of the file can assist in the opening of the bids.
A- Eliminatory criteria
- Absence of any administrative document;
- Absence of a payment receipt of the non-refundable sum of 50,000 Cfa francs by lot;
- Presence of a falsified or scanned document in the tender file;
- Any omission of the price sub-detail schedule list of the different operations to be carried out during the execution of the whole project;
- Non compliance of the Financial Bids with the documents required in the tender file;
- Exclusion from public contracts by ARMP;
- Abandon project or non respect of quality or prescriptions during the realisation of projects in the department during the last three (03) exercises.
B-Essential criteria
Evaluation of essential qualification criteria will be binary (Yes/No) and based on the following criteria:
1- The enterprise’s references in building and rehabilitation of infrastructures;
2- The site visit report signed by the bidder;
3- Financial resources award at least 50% of the total cost of the project
4- Non compliance of the content of “TECHNICAL BID” with regards to the documents required in the Special Regulations of the Invitation to Tender;
5- The number and qualification of the workers/technicians,
6- Insufficient working materials and essential equipment.
N.B: Essential criteria will not be validated (yes) until all the relevant sub-rubrics are validated (yes)
The Contract shall be awarded to the bidder whose Administrative documents are in conformity with the invitation to tender documents, and who would have presented a technical file scoring at least 70% of the essential criteria and also presenting the least financial offer.
Bids not presented in three volumes shall simply be rejected. This goes to all other bids not in conformity with the tender’s invitation terms.
The Contracting Authority will reject the file of any bidder who in the last five years failed to fully complete his contract in the Mbam et Inoubou division.
Signing of the Contract
After the examination of the bids, the proposition of choice by the Divisional Tenders Board and the final choice of the winner by the Contracting Authority, the contract is subscribed by the winner and signed by the Contracting Authority.
Bidders will remain committed to their bids for 90 (ninety) days from the deadline set for the submission of tenders.
