Within the framework of the 2023 Public Investment Budget, the Mayor of Dikome Balue Council on behalf of the Minister of Decentralization and Local Development hereby launches an Open National Invitation to Tender by emergency procedure FOR THE INSTALLATION OF RURAL ELECTRIFICATION BY SOLAR AT MEKOMA BALUE AND ITENDE BALUE

The works comprise the outcome of the preliminary studies carried out and the detailed information provided in the technical specifications.

The estimated cost after preliminary studies is 40 000 000 FRS

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2023 financial year budgetary head: 57 27 100 02 641913 523415 821

The file may be consulted during working hours at the Secretariat of the Mayor of Dikome Balue Council as soon as this notice is published.

The file may be obtained from the secretariat of the Mayor of Dikome Balue Council as soon as this notice is published upon presentation of a treasury receipt attesting to the payment of a non-refundable fee of 50.000 FCFA, payable at the Dikome Balue Council Treasury.

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is four (04) months.

Each bid drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the secretariat of the Mayor of Dikome Council not later than 05/04/2023 at 10am and should carry the inscription:

The bids shall be opened in a single (01) phase on the 5/04/2023 at 11 am local time by the Tenders Board of the

Contracting Authority in the Conference Hall of Dikome Balue Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

Main Eliminatory Criteria

A bid shall be rejected if:

It lacks bid bond;

The technical score is less than the minimum

required;

It has any fake or forged document;

It lacks any quantified unit price;

It carries any false information

.             Main Qualification criteria

The criteria for qualification of candidates should be on the following:

+       Access to credit or other financial sources

+       (20 million francs at least)                        Yes / No

+       References of similar jobs;                       Yes / No

+       Availability of material and essential equipment     Yes / No
Experience of supervisory staff                                        Yes / No

+       Methodology                                                           Yes/No

+       Turnover as in business license above or equal to20 million francs CFA;    Yes/No

+       Qualified personnel relevant to the job.                                                      Yes/No

Non-respect of two (02) of the above criteria shall entail rejection of the bid.

The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates.

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders.
