As part of the execution of the Public Investment Budget for the year 2023, the Prefect of the Department of Mayo-Sava, Contracting Authority, launches a National Open Call for Tenders which aims to build the Departmental Delegation of the Decentralization of Local Development of Mayo-Sava,Department of Mayo Sava; Far North Region.

Participation is open on equal terms to all Cameroonian companies established in the Republic of Cameroon and fulfilling the conditions set out in the Special Tender Regulations (RPAO), which is the subject of exhibit No. 03of this Tender Dossier.

The estimated cost of the operation at the end of the preliminary studies is 80,000,000 (eighty million) CFA francs for phase I .

Each bidder must attach to its administrative documents, a tender guarantee established by a first-class bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, in the amount of (one million six hundred thousand) 1,600,000 CFA francs and valid for thirty (30) days beyond the original date of validity of the tenders:

Under penalty of rejection, the documents of the administrative file required must be produced in originals or in certified true copies by the service issued o u u an e administrative authority, in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must be less than three (03) months prior to the original date of submission of tenders or have been established after the date of signature of the Notice of Call for Tenders.

The opening of the folds will be done in a time. The opening of administrative documents, technical and financial offers will take place on 27/03/2023 at 11 am sharp by the Departmental Commission for Procurement with the Prefect of the Department of Mayo-Sava in the meeting room of the Prefecture of Mora,

Only tenderers may attend this opening session or be represented by a duly authorised person of their choice.

Elimination criteria

The eliminatory criteria are as follows:

1. Absence of the tender guarantee or false declaration or falsified document;

2. Turnover prescribed on the patent less than 100 million CFA francs, the latter must be valid and in accordance with the year of reform;

3. Non-possession of a pick-up or van type liaison vehicle (supporting documents: certified copy of the registration document duly legalized by the issuing service);

4. Supervisor of Works not registered with the National Order of Civil Engineering Engineers;

5. Not have justified the realization during the last two (02) years of a building project of at least equal to: 100,000,000 (one hundred million) CFA francs (supporting documents: full copy of the contract, notification of the start-up OS and provisional acceptance report);

6. Absence of a quantified unit price or Incorrect decomposition of a DAO unit price sub-detail or the description of a proposed unit price that does not comply with CCTP specifications;

7. Absence of a sub-detail of unit prices;

8. Technical score less than 70%.

Under penalty of rejection, the tender guarantee and the certificate of bank domiciliation of the tenderer must imperatively be produced in originals, the other documents in originals or in certified true copies. These administrative justifications must be less than three (03) months old and conform to the templates.

Essential criteria

The criteria for the qualification of candidates will focus on the following indications:

1. A declaration on the tenderer's honour, signed and dated certifying the site visit and in accordance with the model attached;

2. Financial balance sheet of the last three (03) years;

3. Certificate of bank solvency greater than or equal to 80 million CFA francs;

4. References of the company in similar achievements;

5. Technical staff on site;

6. Essential equipment (dump truck, vibrating needle, concrete mixer, small construction tools and liaison vehicle, theodolite and other equipment) ;

7. Technical Proposal: Existence of a methodology (Organization chart of the Company, Organization and methodology of execution of the work; Work execution schedule, Project plans, Provisions for the protection of the Environment, Health and safety of the site);

8. Evidence of acceptance of contract terms;

9. General presentation note of tenders.

NB: Only bidders who have obtained 70% yes to the technical evaluation will be admitted to the analysis of the financial offer.

The Contracting Authority shall award the contract to the tenderer whose tender has been found to be essentially in conformity with the Tender Documents and which has the technical and financial capacity required to perform the Contract satisfactorily and whose tender has been evaluated the lowest bid, including, where applicable, the proposed discounts.

Tenderers shall remain bound by their tenders for 90 days from the deadline set for the submission of tenders.
