1.Objet New(Additif)

Within the framework of the Public Investment Budget 2023, the Mayor of LIMBE III Council, Contracting Authority, hereby launches an Open National Invitation to tender for the rehabilitation of road at Bonangombe — Man 0' War Bay - in Limbe III Municipality

2.Consistance des prestations New(Additif)

1. The works comprise the following:

- Reshaping of roadway including creation, reshaping and cleaning of earth gutters and offshoot

- Wearing course on the roadway with pouzzolane mixed with laterite.

- RC Concrete Gutters with slab dosed at 350kg/m3 (100x100)

- Triangular Stone GUTTERS 80

- Concreting of the road with matting of diameter 6 rods dosed at 350kg/m3 and 10cm thickness

3.Cout Prévisionnel New(Additif)

The estimated cost after preliminary studies is Thirty-Five million francs, (35,000,000) FCFA all taxes inclusive for each of the lots.

4.Participation et origine New(Additif)

Participation is open to duly legalized Cameroonian enterprises or Company that fulfil the requirements of this invitation to tender

5.Financement New(Additif)

Works which form the subject of this invitation to tender for both lots I and II, shall be financed by Public Investment Budget of the 2023 financial year, budget head

Interested eligible bidders may obtain further information during working hours as from the date of publishing of this tender notice, at the Private Secretariat of the Mayor of the LIMBE III Council Tel: 677629600

7.Acquisition du Dossier New(Additif)

The complete tender file may be obtained from the office of the Private Secretary to the Mayor of LIMBE HI Council as soon as this notice is published against a payment of a non-refundable sum of Fifty thousands (50.000) FCFA payable at the LIMBE III Council Treasury

8.Remises des offres New(Additif)

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the office of the Private Secretary to the Mayor of LIMBE III Council not later than 04/04/2023 at LOAM and should carry the inscription:

9.Delai de Livraison New(Additif)

The maximum execution deadline provided for by the Contracting Authority shall be Three (03) months

10.Cautionnement Provisoire New(Additif)

Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the tender file, of an amount of Seven hundred thousand (700,000) Francs CFA valid for Thirty (30) days beyond the date of validity of bids

Each bid drafted in English or French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the office of the Private Secretary to the Mayor of LIMBE III Council not later than 04/04/2023 at LOAM and should carry the inscription:

12.Ouverture des Plis New(Additif)

The bids shall be opened in a single (01) phase on the 04/04/2023 at 11AM local time by the Tender Board of the Contracting Authority in LIMBE III Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

13.Critères d'évaluation New(Additif)

A. ELIMINATORY CRITERIA

The eliminatory criteria are identified as follows:

5- Absence of a bid bond or false bid bond in the Administrative file;

6- Non-conformity of an administrative file 48h after the deadline prescribed by the regulation;

7- Execution time greater than that prescribed in the Tender that is 3 months

8- False statement or Falsified documents in the Tender Files;

9- Omission in the financial offer of a quantified unit price

10-Presence on MINMAP's list of Enterprises which abandoned the execution of contracts; 11-Technical marks less than 70%

12-Absence of attestation of site visit signed by the Mayor of the LIMBE III Council

B. ESSENTIAL CRITERIA:

The criteria relating to the qualification of candidates could indicatively be the following:

- Methodological approach and relevance of proposed solutions;	Yes / No
- References of the bidder (experience of at least three (03) years in similar works)(attach proof)	Yes / No
- Availability of the essential equipment	Yes / No
- Owner of the essential equipment proposed	Yes / No
- Experience of key supervisory staff (at leaft Civil Engineering Senior Technician with 10 years' experience or Civil Engineer with five (05) years of experience).	Yes / No
- Turnover of 30,000,000 for the past dime years	Yes / No
-Financial capacity, Access to credit or other financial sources, Thirty million (30,000,000 FCFA);	Yes / No
- Non existence of more than 2 other jobs on-going	Yes / No
- Deadline of execution respected.	Yes / No

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.

14.Attribution New(Additif)

The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.

15.Durée Validité des Offres New(Additif)

Bidders shall be bound by their bids for a period of ninety (90) days with effect from the date of opening of bids.
