Within the framework of the 2023 Public Investment Budget (BIP), the Lord Mayor of Tombel Council, Contracting Authority, hereby launches with emergency, on behave of the Ministry of Urban Development and Housing an open national invitation to tender, for Installation of public solar light in Tombel Down - Kupe Muaneguba Division - South-West Region.

The works subject of this contract includes: Installation of Thity-four (34) Public solar light in tombel down.

The estimated cost of the operation following preliminaries studies stands is Fifty million (50 000 000) francs CFA.

Participation in this Call for Tenders is open to companies with proven experience in the execution of renewable energy projects.

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be Three (03) months as from the date of notification of the Service Order indicating the starting date of works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the in document 13 of the tender file of an amount of One million (1 000 000) francs CFA valid for thirty (30) days beyond the original date of the validity of the offers.

The bids shall be opened in single phase, on the 11/04/2023 at 11 am, local time, by the Tombel Council Internal Tenders Board, at the Tombel City Hall.

Only tenderers may attend this opening session or be represented by a duly authorized person of their choice with perfect knowledge of the file.

 Eliminatory criteria:

The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works subject of the tender. They should not be marked. They should be determined depending on the nature and the content of works to be executed.

They are in particular:

- Incomplete administrative and financial records.

-         False declaration or falsified documents.

-         Financial offer less than 85% of the provisional budget.

-         Non-compliance of the following major technical specifications: module power, lamp power, luminous efficiency, battery capacity, candelabra material, dosage and concrete size.

-         Note technique inferieure a 75/100 de oui par rapport aux sous-criteres essentiels.

14.2- Essential criteria:

The award of the contract shall be done to the bidder having presented offers in conformity, administratively, technically, and financially, and evaluated as being financially the lowest bid.

Bidders will remain committed to the offers for ninety (90) days, from the deadline set for the submission of tenders.
