The present tender has as subject, road rehabilitation work in some localities of the Center Region in two (02) lots as follow:

Upon publication of this notice, the tender file may be consulted during working hours at the Call for Tender Support Unit on the 2nd Floor of the Regional Delegation of Public Contracts for the Centre located at Omnisport.

The maximum execution deadline provided for by the Project Owner for the execution of the works is four (04) calendar months per lot from the date of signing the notification order to commence work.

 Administration on behalf of which will be entered into the contract

After examining the tenders submitted and selecting the successful tenderer by the Contracting Authority, the contract will be concluded between the contractor and the Contracting Authority who is the Regional Delegate of Public Contracts for the Center Region.

Each bidder must include in his administrative documents, a bid bond issued by a first class bank approved by the Ministry of Finance and listed in Exhibit 12 of the tender in the amount of:

valid for thirty (30) days beyond the original expiry date of the offers.
Any bid not meeting the requirements of this notice and the tender file shall be declared inadmissible.

Subject to rejection of the offer, other administrative documents must imperatively be produced in originals or copies certified by the issuing service in accordance with the supplementary Regulations of the provisions of the RFP. They must be dated less than three (03) months preceding the date of submission of tenders.

Opening of the tenders will be done once on the 28^thMarch 2017 at 1.00 pm prompt by the Center Regional Tenders Board at the meeting Hall of the Center Regional Delegation of Public Contracts 2^nd floor at Omnisport in the presence of the bidders.

Only bidders or their duly designated and well informed representative (even in case of group) shall attend the opening session. 

i) Incomplete or non-compliant administrative file subject to Article 1.1 of Circular N°002/CAB/PM of 31^st January 2011 relating to the improvement of the performance of the Public Contracts System;

ii) False declaration or forged document. (The Tenders Board or the Contracting Authority reserves the right to proceed with the verification of the authenticity of any document where there is a doubt);

iii) Non registration of supervisor into the National Order of Civil Engineers (NOCE);

iv) Non satisfaction of at least 90% of the essential criteria;

    v)  Omission of a quantified unit price from the price schedule;

    vi) Absence of sub detailed united price;

    vii) Incomplete financial bid;

    viii) Absence of an attestation of financial capacity of an amount equal to the amount of the provisional cost allocated to this tender.

13. The principal qualification criteria (Essential criteria)

Evaluation shall be assessed in a binary manner of either Satisfactory or Non.

Assessment of the technical proposal will be carried out on the basis of the main criteria shared as follows:

i) Qualification and experience of personnel in the project;

ii) The company’s references;

iii) Availability of materials and the essential ones;

iv) Execution date line

Failure to attain 90% of the above criteria will result in the elimination of the offer.

The contract shall be awarded to the bidder whose bid, technically qualified and evaluated the lowest bidder after verifying the prices deemed to be and substantially in accordance with the tender file.

i.)  Companies awarded works contracts in the framework of the 2016 financial year whose level of execution is disproportionate to 25% of the rate of consumption of the deadlines on the date of opening of the tenders.

ii.) Companies with many works contracts awarded in the Center Region during the 2016 financial year who up to the date of tender opening have not delivered at most 80% of their contract portfolios.

N.B.: No bidder can be awarded more than one (01) lot

Bidders will be bound by their tenders for a period of ninety (90) days with effect from the tender-submission deadline.
