Within the framework of the 2023 public investment budget, the Mayor of Ebone Council, Contracting Authority, hereby launches on behalf of Ebone Council, with urgency, an open national invitation to tender for “SURFACING WORK ON THE RN5-EBONE TOWN HALL SECTION WITH STONE COBBLESTONES” phase 2, situated in Nlonako subdivision, Moungo division.

Works objet of the present invitation to tender will globally consist to the maintenance of road network in a total linear approximately to 175 ml.
Specifically, those works are divided in to two groups:
-          INSTALLATION
-          CLEANING AND EARTHWORKS
-          ROADWAY
-          SANITATION - DRAINAGE

The estimated cost all taxes included of the operation following prior studies stands is 34 755 000 F francs CFA.

Without objet

The participation in the present call for tender is equally open to all companies based in Cameroon and having skills in the field of BTP and who also justifies technical and financial capacities to realize the works, subject of this call for tender.

Works which form the subject of this invitation to tender shall be financed by BUDGET D’INVESTISSEMENT PUBLIC of the 2023 financial year; Budget Head No. _

The file may be obtained at EBONE council, service of contract Award as soon as this notice is published, after presentation of original of a receipt for payment of a non-refundable sum of  60 000 (Sixty thousand) CFA francs at public treasure payable at the Municipal Receipt of Ebone Council.

Each offer drafted in English or French in seven (7) copies including the original and six (6) copies marked as such, should reach at Ebone Council before the 18/04/2023  at 10 AM, at General Secretary office and should carry the inscription:

The maximum time allowed provided for the execution of works objet of this invitation to tender is four (04) months.

Each bidder must include in his administrative documents, a bid bond of 700 000 CFA francs issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 13 of the tender file and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three preceding the original date of submission of bids (3) months or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of this notice and tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase in the deliberation hall of Ebone Council.
The opening of the administrative documents and the technical and financial offers shall take place on 18/04/2023  at 11 AM by the Tenders Board attached to the Contracting Authority in the deliberation hall of Ebone council situation at Ebone Only bidders may attend or be duly represented by a person of their choice.

Evaluation criteria are: eliminatory criteria and essentials criteria.

Eliminatory criteria
- Incomplete Administrative file for absence or no-conformity of one of the require document;
- Non conformity of one of the administrative documents with exception of bid bond after 48 hours regular deadline;
- Have a project for previous fiscal year running ;
- Absence of place visit attestation sign on honor by the tenderer join pictures.
- False declaration or falsified documents;
- Non obtaining of 85% of the qualification criteria;
- Absence of a the sub details of price of quantify price;
- Calculation error reducing financial offer of five per cent and more;
- Omission in financial offer of a quantify price of estimate;
- False declaration falsified or scans documents in place of certified copies or original in technical offer;
- Absence of a piece in financial offer;
- To be among company forbidden of public command;
- False declaration falsified or scans documents in place of certified copies or original in technical offer;
- Absence of place visit attestation sign on honor by the tenderer by pictures;
- Certified or sign document by an incompetent authority.

Qualification criteria of technical offers
The principal criteria relatives on qualification of candidate will carry on:
 The turnover of three (05) latest years (2018-2022);
 Access to a credit line or other financial resources;
 Company references;
 availability of material and essentials equipment ;
 experience of the key executive staff;
 experience in civil (BTP) works;
 Organization, supply planning, the execution of works and the comprehension of the project.

The criteria relating to the qualification of candidates could indicatively be on the following:

Only bids of which technical propositions shall obtain a mark 30/35 “yess”above or equal to 85% of scale will be admitted to financial analysis.

The contracting authority will attribute the contract to the tenderer of which the offer have been declare conform for the essential to the bid invitation file and who dispose technical capacity and financial capacity to execute the contract in a satisfactory manner and  whose the offer have been evaluated the least-saying.A

Bidders will remain committed to their offers for 90 days from the deadline set for the submission of tenders.
