Within the framework of the execution of the Public Investment Budget during the 2023 financial year, the Senior Divisional Officer of the Wouri, Contracting Authority hereby launches an Open National invitation to tender for the Divisional Delegation Of Ministry Of Livestock, Fisheries And Animal Industries; the works for the completion of the construction work of the district delegation of fish farming and animal industries of douala iv ,wouri division, littoral region .

The works,which mainly include the following in-exhaustive list of operations:

• Preliminary Works ;
• Masonry and bricklaying;
• Framework and roofing
• Metal works;
• Electricity;
• Plombing work
• Painting;
• VRD

The estimated cost from preliminary studies is 15 000 000(fifty-five millions) CFA Francs.

The works objects of the present Call of offers are one (01) LOT

Participation in this invitation to tender is open to all Cameroonian Enterprises, or companies installed in Cameroon and having good experience in Civil engineering and public works and sufficient administrative, technical and financial capacities to realize the works object of the present invitation to tender.

The Works under this tender will be financed by the Public Investment Budget (PIB), of the 2023 financial year, imputations:

The file may be obtained during working days and hours from the secretary of Divisional Tenders Board Wouri at YASSA quater in first floor of the MINMAP Regional Delegation of Littoral; as soon as this notice is published, against payment receipt of a non-refundable sum of 30 000(thirty thousand) CFA Francs, at the General Treasury of Douala.

Each offer drafted in English or French, should, in seven (07) copies including the original (01) and six (06) copies marked as such, reach the Divisional Delegation for Publics contracts not later than 18/04/2023 at 12 o’clock and should carry the inscription:

« TO BE OPENED ONLY DURING THE BID-OPENING SESSION ».

The maximum execution deadline provided for by the Project owner for the execution of the works subject of this tender shall be three (03) calendar months, as from the date of notification of the Service Order including the starting date of work.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance featuring on the list in document 11 of the tender file of an amount of 300 000 (three hundred thousand) CFA Francs and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of being rejected, only originals or true copies certified of the administrative documents required, including the bid bond, must imperatively be produced in accordance with the Special Conditions of the Invitation to Tender.
They must obligatorily not be older than three (03) months as from the submitting deadline or must be produced after the signing of the tender file.
Any offer incomplete in conformity with the prescriptions of the tender file shall be declared inadmissible.
Especially,the absence of a bid bond issued by a first-rate bank or insurance company approved by the Ministry in charge of Finance.

The bids shall be opened in a single phase.
The Administrative bids, the technical bids and the financial bids shall be opened on the 18/04/2023  at 13 o’clock local time by the Wouri Divisional Tender’s Board, in the Divisional Delegation for Publics contracts hall. Bidders only may attend this session, or may be duly represented by one person of their choice with perfect knowledge of the file.

1.1       Main eliminatory Criteria

The elimination criteria will be based essentially on:

1. The absence of a bid bond document;
2. The absence or non-conformity of the administrative document and its non-regularization within 48 hours after opening of bids;
3. The presence of false declarations or falsified document;
4. The absence of a unit price in BPU “The Financial file”;
5. Absence of one bid, of a sub-bid, of one sub-package;
6. Incomplete financial offers (absence of a file);
7. Absence of the schedule breakdown of a unit price or forfatory;
8. The technical evaluation score of less than 75% of the yes.
9. having history in the public markets (poorly executed, abandoned or partially executed contracts) during the past three (03) years

10. Absence of the declaration on honor of having no history in the public markets (poorly executed, abandoned or partially executed contracts) during the past three (03) years, and the non-presence in the annual directory of failed companies established by the Ministry of Public Contracts;

NB: Only the tenderers having gotten 75% of yes to the technical assessment will be admitted to the financial analysis

The award of the jobbing order shall be done on the basis of the lowest bid to the tenderer fulfilling the technical, administrative and financial conditions required.

Bidders will remain committed to their offers during ninety (90) days, from the deadline set for the submission of tenders.
