Within the framework of the Public Investment Budget 2023, the Mayor of the Buea Council, Contracting Authority, hereby launches an Open National Invitation to tender by emergency
procedure for the REHABILITATION OF ROAD FROM MAPANJA TO
BONJONGO
The works comprise the following:
- Cleaning,
- Grading and leveling of road platform
- Fill from borrow pit,
- Compaction of road platform
- Concreting of road
The estimated cost after preliminary studies is Sixteen (16 000 000) FCFA all taxes inclusive
The work is in a single (01) Lot as follows: REHABILITATION OF ROAD FROM MAPANJA TO BONJONGO 2567m1
Participation is open to duly legalized Cameroonian enterprises or Company that fulfil the requirements of this invitation to tender.
Works which form the subject of this invitation to tender, shall be financed by Public Investment Budget of the 2023 financial year, budget head Budget Head:57 30 186 04 641950 523511 951

The maximum execution deadline provided for by the Contracting Authority shall be as follows: Two (02) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first‑
rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 11 of the tender file, of an amount of Three hundred and twenty thousand (320,000) Francs CFA and valid for Thirty (30) days beyond the date of validity of bids.

"To be opened only during the bid opening session".
The bids shall be opened in a single (01) phase on the 18/04/2023at10 am local time by the Tender Board of the Contracting Authority in Buea Council Office, in the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).
ELIMINATORY CRITERIA
The eliminatory criteria are identified as follows:
+ Non-conformity of an administrative file or failure to furnish document 48h after the deadline prescribed by the regulation in force;
+ Execution time greater than that prescribed in the Tender that is 3 months
+ False statement or Falsified documents in the Tender Files;
+ Omission in the financial offer of a quantified unit price
+ Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;
+ Technical marks less than 70%
+ Absence of bid bond or non-conformed bid bond during bid opening session;
B. ESSENTIAL CRITERIA:

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders shall be bound by their bids for a period of sixty (60) days with effect from the date of opening of bids.
