Within the framework of 2023 Public Investment Budget the Mayor of Buea Council, Contracting Authority, hereby launches an Open National Invitation to Tender by the emergency procedure:

- Nature of Services The works comprise the following: The works comprise the output of the preliminary studies, pavement works and protection of building with mass concrete
The estimated cost after preliminary studies is Five million 5,000,000 fcfa
The work is in a single (01) Lot as follows: THE REHABILITATION OF THE SOCIAL CENTER BUEA
Participation is open to duly legalized Cameroonian enterprises or companies that fulfill the requirements of this invitation to tender
Works which form the subject of this open invitation to tender shall be financed by Public Investment Budget of the 2023 financial year

The maximum execution deadline provided for by the Contracting Authority shall be Two (02) months
Each bidder must include in his/her administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of Finance and whrose list is found in document No. 11 of the tender file, of an amount of One hundred thousand (100,000) FCFA and valid for Thirty (30) days beyond the date of validity of bids.

The bids shall be opened in a single (01) phase on 18/03/2023 at local time by the 18/04/2023 Buea Council Tenders Board in the Buea Council Chambers.
Only bidders may attend or be duly represented by a person with a written authorization and with a sound knowledge of the tender file.
ELIMINATORY CRITERIA
The eliminatory criteria are identified as follows:
v Absence of a document in the Administrative file 48 hours after opening;
v Execution time greater than that prescribed in the Tender that is 2 months
v False statement or falsified documents in the Tender Files; s• Omission in the financial offer of a quantified unit price
v Presence on MINMAP's list of Enterprises which abandoned the execution of contracts;
v Technical marks less than 70%
v Absence of bid bond or non-conform bid bond during bid opening session;

The evaluation of the technical offers will be made according to the binary notation (Yes/No) on the basis of the essential points above in accordance with the RPAO, with a threshold of 70% for all the essential criteria taken into account.
The contract shall be awarded to the bidder with the least evaluated financial offer having the technical and administrative files which are in conformity with the tender document/file.
Bidders will remain committed to their bids for Sixty (60) days from the deadline set for the submission of tenders.
