Within the framework of the 2023 Public Investment Budget (BIP), the Lord Mayor of EBONE Council, Contracting Authority, hereby launches with urgency, an open national invitation to tender for the construction work of the CZV of NTOLO, in EBONE Council, Moungo Division, Littoral Region.

The works subject of this contract include:

• Preliminary works;
• Excavation of the plot;
• Foundation;
• Masonry and bricklaying;
• Framework and roofing;
• Metallic and wood carpentry;
• Electric installation;
• Painting;
• Access road and various networks.

The estimated cost of the operation is 30 000 000 (Thirty millions) francs CFA.

The works shall be divided into one (01) single lot.

Participation in this invitation to tender is open to all enterprises of concerned with Cameroonian law that fulfill the required administrative, financial and technical capacities.

Each offer drafted in English or French in seven (07) copies including the original and six (06) copies marked as such, should reach the Secretariat of the Mayor of EBONE Council, BP. 672 NKONGSAMBA, Phone:  699 820 481 no later than 25/04/2023 at 10 am, local time, and carry the inscription: 

“OPEN NATIONAL INVITATION TO TENDER WITH URGENCY
N°06/ONIT/C-EBONE/ITB/2023 OF THE 30/03/2023.
FOR THE CONSTRUCTION WORK OF THE CZV OF NTOLO, IN EBONE COUNCIL, MOUNGO DIVISION 
TO BE OPPENED ONLY DURING THE BID-OPENING SESSION”

The maximum execution deadline provided for by the Project Owner for the execution of the works subject of this tender shall be four (04) months as from the date of notification of the Service Order indicating the starting date of works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the in document 12 of the tender file of an amount of 600 000 (Six hundred thousand) francs CFA, and valid for thirty (30) days beyond the original date of the validity of the offers.  

Under pain of rejection, the administrative documents required, must be produces in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer …) in accordance with the Special Conditions of the invitation to tender.
They must not be older than three (03) months preceding the original date of submission of bids or must not have been established after the signing of the tender notice.
Any incomplete offer in accordance with the prescriptions of tender file shall be declared inadmissible. Especially the absence of a bid bond issued by a first-rate bank approved by the Ministry in charge of Finance.

The bids shall be opened in single phase, on the 25/04/2023 at 11 am, local time, by the EBONE Council Internal Tenders Board, at the EBONE City Hall.
Only bidders may attend or duly represented by a person of their choice.

The evaluation of offers must be done in three levels: administrative, technical and financial, through the eliminatory criteria and essential criteria following binary method of “Yes” or “No”.
Evaluation criteria are: eliminatory criteria and essentials criteria.
Eliminatory criteria
We have:
– Absence of administrative document ;
– Falsified or non-authentic document ;
– Non conformity of bid bond or absence ;
– Non conformity of one of the administrative documents with exception of bid bond after 48 hours regular deadline ;
– False declaration or falsified documents ;
– Non obtaining of 80% of the qualification criteria;
– Incomplete financial offers;
– Omission of a quantified unit price in the offers.
– Calculation error reducing financial offer of two per cent and more;
– Omission in financial offer of a quantify price of estimate;
– Absence of a piece in financial offer;
– False declaration falsified or scans documents in place of certified copies or original in technical offer;
- Absence of place visit attestation sign on honor by the tenderer.

Qualification criteria of technical offers
The principal criteria relatives on qualification of candidate will carry on:
– The turnover of three (05) latest years (2015-2019);
– Access to a credit line or other financial resources;
– Company references;
– availability of material and essentials equipment ;
– experience of the key executive staff;
– experience in civil (BTP) works;
– Organization, supply planning, the execution of works and the comprehension of the project.

The criteria relating to the qualification of candidates could indicatively be on the following:

Only bids of which technical propositions shall obtain a mark above or equal to 80% of scale will be admitted to financial analysis.

The award of the contract shall be done to the bidder having presented offers in conformity, administratively, technically and financially, and evaluated as being financially the lowest bid.

Bidders will remain committed to the offers for ninety (90) days, from the deadline set for the submission of tenders.
