As part of the execution of the WORKS CONSTRUCTION OF THE FENCE OF THE MUNICIPAL ENCAMPMENT OF GOBO (PHASE 1)Department, The Mayor of the Municipality of GOBO, is the Contracting Authority, launches in emergency procedure a National Open Call for Tenders on behalf of the Ministry of Employment and Vocational Training.

The work includes:

• Preparatory work;
• Earthworks;
• Foundations;
• Masonry – elevations;

The estimated cost of the operation at the end of the preliminary studies is 10,000,000 (ten million) CFA francs.

Participation in this Call for Tenders is open on equal terms to companies and companies or groups of companies under Cameroonian law, with proven experience in the field of building construction and civil engineering.

By this Call for Tenders, interested companies are invited to provide in their tenders, the authentic information that will make it possible to retain those who can carry out the services after a thorough and objective evaluation of their file.

The works, subject of this Call for Tenders, are financed by the Public Investment Budget of MINDDEVEL, Fiscal Year 2023 on the respective allocation lines:

The File can be consulted during working hours at the Commune of Gobo at the General Secretariat or at the Technical Service during working hours from publication of this notice.

The File can be obtained during working hours at the Municipality of Gobo at the General Secretariat or the Technical Service as soon as this notice is published, against presentation of a receipt of a non-refundable sum of 20,000 (twenty thousand) CFA francs payable to the Municipal receipt.

Each offer, written in French or English, in seven (07) copies including one (01) original and six (06) copies marked as such, must reach the Municipality of Gobo no later than 14/04/2023, deadline for receipt of offers at 1 p.m. and must bear the mention:

The maximum period provided by the Contracting Authority for the completion of the works subject to this Call for Tenders is three (03) calendar months. This period includes rainy periods, all bad weather and various constraints and runs from the date of notification of the Service Order to start the work.

Each bidder must attach to his administrative documents, a bid bond established by a first-class bank approved by the Ministry of Finance and listed in Exhibit 12 of the DAO, a sum of 200,000 (two hundred thousand) CFA francs for this single lot and valid for thirty (30) days beyond the original date of validity of the offers.

Under penalty of rejection, the required documents of the administrative file must be produced in originals or certified copies by the issuing service or an administrative authority (Prefect, Sub-Prefect, ...), in accordance with the stipulations of the Special Regulations of the Call for Tenders.

They must be less than three (03) months prior to the original date of submission of tenders or have been established after the date of signature of the Notice of Call for Tenders.

 Any tender that is incomplete in accordance with the requirements of the tender documents will be declared inadmissible. In particular, the absence of the bid bond issued by a first-class bank approved by the Ministry of Finance.

The opening of all folds is done in one (01) only time.
The opening of the administrative documents and the technical and financial offers will take place on 03/14/2023 at 2 p.m. sharp by the INTERNAL TENDING COMMISSION for public contracts placed with the municipality of gobo in the deeds room.
Only bidders may attend this opening session or be represented by a duly mandated person of their choice.

Elimination criteria

The eliminatory criteria lay down the minimum conditions to be fulfilled in order to be admitted to the evaluation according to the essential criteria. Failure to comply with these criteria results in the rejection of the tenderer's bid.

These include:

• Absence of the tender deposit,
• False declaration or falsified document,
• Non-compliance with major technical specifications (under price details, unit price schedule),
• Non-satisfaction of 29 essential criteria out of 42,
• Lack of a quantified unit price
• Non-compliance of the submission template

Essential Criteria

The ten essential criteria are those essential or key to judge the technical and financial capacity of the candidates to carry out the work, subject of the Call for Tenders. These criteria relate to:

• Presentation on 03 criteria ;
• Management staff of the company on 12 criteria ;
• Construction equipment to be mobilized on 06 criteria ;
• Execution methodology on 11 criteria ;
• References and pre-financing capacity of the company on 10 criteria.

The opening of all folds is done in one (01) only time.
The opening of the administrative documents and the technical and financial offers will take place on 03/14/2023 at 2 p.m. sharp by the INTERNAL TENDING COMMISSION for public contracts placed with the municipality of gobo in the deeds room.
Only bidders may attend this opening session or be represented by a duly mandated person of their choice.

Bidders will remain committed to their offers for 90 daysfrom the deadline set for the submission of tenders.
