Within the framework of the 2023 Public Investment Budget, the Mayor of Idabato Council on behalf of the Minister of Public health hereby launches an Open National Invitation to Tender by emergency procedure No. 09/ONIT/IC/ITB/2023 OF 10/03/2023 (EMERGENCY PROCEDURE) FOR THE COMPLETION OF A BLOCK OF TWO (02) CLASSROOMS WITH TOILETS AT G.S IDABATO II FUNDING: PUBLIC INVESTMENT BUDGET 2023 IMPUTATION 57 15 101 02 641911 523314 426 RECORD NUMBER IY01546.

The works comprise the outcome of the preliminary ₎studies carried out and the detailed information provided in the technical specifications.

The estimated cost after preliminary studies is 10 000 000 FRS.

Participation is open to duly legalized Cameroonian enterprises that fulfill the requirements of this invitation to tender.

Services which form the subject of this invitation to tender shall be funded by the Public Investment Budget of the 2023 financial year budgetary head: 57 15 101 02

The maximum deadline provided by the Project Owner or Delegated Contracting Authority for the execution of the works forming the subject of this invitation to tender is three (03) months.

Each bidder must include in his administrative documents, a bid bond issued by a first-rate banking establishment approved by the Ministry in charge of finance and whose list is found in document No. 12 of the Tender File, of an amount of 200 000 CFAF and valid for thirty (30) days beyond the date of validity of bids.

"To be opened only during the Bid ­opening session.

The bids shall be opened in a single (01) phase on the 04/04/2023 at 11 am local time by the Tenders Board of the Contracting Authority in the Conference Hall of Idabato Council. Only bidders may attend or their duly accredited representatives with Power of Attorney.

Main Eliminatory Criteria
A bid shall be rejected if:

It lacks bid bond;

The technical score is less than the minimum required;

It has any fake or forged document;

It lacks any quantified unit price;

It carries any false information.

It does not respect the model documents

ii. .        Main Qualification criteria

The criteria for qualification of candidates should be on the following:

v  Access to credit or other financial sources  (5 million francs at least) Yes / No

v References of similar jobs; Yes / No + Availability of material and essential equipment              Yes / No

v  Experience of supervisory staff Yes / No

v  Methodology              Yes/No

v  Turnover as in business license above or equal to 5 million francs CFA; Yes/No

v  Qualified personnel relevant to the job. Yes/No

Non-respect of three (03) of the above criteria shall entail rejection of the bid.

The Contracting Authority shall award the contract to the bidder whose bid was judged essentially in conformity with the Tender File and who has the required technical and financial capacities to execute the contract satisfactorily and whose bid was evaluated as the lowest by including, where necessary, proposed rebates.

Bidders will remain committed to their bids for ninety (90) days from the deadline set for the submission of tenders.
