The General Manager of SOPECAM hereby launches an international call for tenders opened in an emergency procedure for the supply of small printing supplies at SOPECAM.

Supplies subject of this tender will be financed from the budget of the SOPECAM, 2017 year imputation Section 60- 602-1 line (Purchase of small printing supplies).

Each bid drafted in English or in French in seven (07) copies including one (01) original and six (06) copies marked as such, should reach the headquarter of SOPECAM (Markets Service Tel (237) 222-30.41.47; (237) 222-30.31.09; Fax (237) 222-30.43.62), not later than the 2017 at 1 o'clock local time, in three (03) internai and iclentifying separate envelops:
- Envelop A: administrative documents;
- Envelop B: technical offer;
- Envelop C: financial offer.
These three (03) envelops will be put in a fourth one and shah be labeled as follows:

Bids received after the date and time deposit limits will not be accepted.
The time limit for the delivery of the supplies subject to this invitation to tender to the head office of SOPECAM is forty five (45) days.

Each bidder must include in his administrative file, a provisional guarantee of two million (2 000 000) FCFA.
This provisional guarantee will be issued by a financial institution, licensed by the Ministry of Finance and whose list features in document 9 of the Tender File.
It will enter into force once the deadline and will remain valid for one hundred and twenty (120) days from the date of opening of bids.
The bid bond of unsuccessful claimants will be released or will be returned within thirty (30) days after the publication of the results of the Bid by the Employer, on request. The bid bond of the candidate declared successful market will be released by filing a final security provided for in Article 22 of the Administrative Clauses of Special Specification.
Under pain of being rejected, the required administrative documents must be produced as original documents or photocopies certified as authentic by the issuing authority, in accordance with the listing provided for in the Special tender Regulations. They should be valid in accordance with the law in force.
The absence of the provisional guarantee issued by a financial institution licensed by the Ministry of Finance or its non-compliance with the model documents of the Tender File shah! lead to outright rejection of the bid without any appeal

The opening of administrative documents, technical and financial files shall take place on the 10 April 2017 at 2 o'clock, local time, by the internai tender board at the SOPECAM headquarters. Bidders attending the opening session or are be represented by a person of their choice with full knowledge of the folder.
12.1. Eliminatory criteria
- Lack or non-compliance of one of the parts of the administrative record;
- Piece forged or false statement;
- Presence of non-quantified unit price;
- Financial capacity less than 50% of the bid amount;
- Non-compliance of a document in the administrative file after the expiry of the period prescribed by the regulations;
- Absence of a technical offer or financial offer;
- Non-satisfaction of at least 3 of the 4 essential criterias.
12.2. Essential criteria
The bids will be evaluated according to the following criteria:
- Presentation of the offer;
- Applicant's experience in similar benefits;
- Derivery time;
- Evidence of acceptance of market conditions (Special Conditions of Contract (SCC) and (Special Conditions of Contract (SCC) and the description of the supply (DF) initialed on each page, dated, signed and stamped on the last page).
To be eligible for the financial evaivation, the applicant must meet all of the qualifying criteria.
The contract will be awarded to the tenderer whose technical tender has been deemed satisfactory and whose tender is the lowest bid.
Bidders shall remain committed to their bids for ninety (90) days from the deadiine set for the submission of bids.
