Within the framework of the 2023 Public Investment Budget, the Mayor of Nkongsamba 2 Council, Contracting Authority, hereby launches on behalf of Nkongsamba 2 Council, an open national invitation to tender with emergency procedure, for the construction of one blocks of two classrooms to Government Bilingual Primary School for Ekangté-Mbeng, in Nkongsamba 2 Council, Mungo Division, Littoral Region.

Participation in this invitation of tender is opened to Cameroonian Law Firms that fulfill the requirement of this Tender with justification of Technical and Financial means to execute the work.

These works are financed by the Public Investment Budget of Ministry of Basic Education, part of the fiscal year 2021, for an estimated amount of:

The tender file can be obtained as from the publication of the present invitation to tender at the Nkongsamba council, upon presentation of Nkongsamba 2 Municipal receipt attesting the payment of a non-refundable sum of  50 000 (fifty thousands)FCFA everyone, at the Nkongsamba 2 Municipal Treasuary.

The maximum execution deadline provided for by the Project Owner for the execution of the works of this tender shall be Ninety (90) calendar days, as from the date of notification of the service order to start the works.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 12 of the tender file of an amount of tree hundred and fifty nine thousand (359 000) Francs CFA everyone, valid for thirty (90) days beyond.
Under threat of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service or an administrative authority (Senior Divisional Officer, Divisional Officer…) in accordance with the Special Conditions of the invitation to tender. 
The must be establish before opening invitation tender publication.

The bids shall be opened at once. Both administrative documents, technical and financial offers shall be do opened on 03/05/2023 that 1 PM by the Tenders Board attached to the in the Conference hall of the Divisional office of Nkongsamba.
Each bidder may attend the opening session or may be represented by a person of his choice, heaving an expert and excellent knowledge of the offers.

Eliminatory criteria

a)                  Absence of Bid bond ;

b)                  Absence 48 hours after offers deposit, less than one piece of administrative offer  except Bid bond;

c)                  Non-conformity 48 hours after offers deposit, less than one piece of administrative;

d)                 Fraudulent operations, falsification of documents and false declarations

e)                  Incomplete technical offers for absence of: 

• Attestation and site visiting report ;
• Declare in his Technical file that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry Of Public Contracts.

f)                  Omission of a unit price in the BPU and the DQE;

g)                 Non acceptance of contract clauses (CCAP ant CCTP) not initialed, unsigned and not dated on the last page;

h)                 Incomplete financial offer for lack of one of the following documents :

• A submission ;
  • The unit price (schedule according to the model with indication of price exuding VAT in figures an letters, filled in legibly;
  • Quantitative and estimative details ;
  • The sub-detail of unit price;

i)                   No obtaining at least 23 yes / 28,   or at least 80% of the essential criteria;

11.2. Essential Criterias :

a)     References of the Enterprise ;

b)    Availiability of materials and Essential Equipment ;

c)     Experience of supervisory personnel;

d)    Methodology and Planning of Execution.

Each file declared technically conform most satisfy all eliminatory criterias and have at least 23 yes/28, there for 80% of the Essential Criteria’s mention above, evaluated in conformity with the table of Evaluation of the Technical file.

The Mayor of Nkongsamba 2 council, Contracting Authority, will award the Contract to the Bidder technically qualified and evaluated lowest Bidder (not anormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents. 

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
