Within the framework of the 2017 Public Investment Budget, the Divisional Delegate of Public Contracts for SANAGA-Maritime, Contracting Authority, hereby launches an open National invitation to tender in emergency procedure, on behalf the Mayor of Mouanko Council, for the construction works of one block of two classrooms in Government Primary School of NDOGMONGO, in MOUANKO subdivision, SANAGA-Maritime Division, Littoral Region.

For each lot, the works subject of this tender include:

1. Preliminary works
2. Earth work;
3. Foundation;
4. Massonry and bricklaying;
5. Framework and roofing;
6. Metallic and wood carpentry;
7. Electrical installation;
8. Painting;
9. Drainage and various networks.

The estimated cost of the operation following prior studies stands of sixteen millions and five hundred thousand (16 500 000) Frs. CFA.

The works are constituted in single lot:

Participation in this invitation to tender is open to Cameroonians Enterprises who are not excluded from public.

Works which foret the subject of this invitation to tender shall be financed by Public Investment Budget of the 2017 financial year; Budget Head No. N° 51 15 641430 2811.

The maximum execution deadline provided by the Delegated Project Owner for the execution of the works subject of this tender shall be three (03) months for each lot.

Each bidder must include in his administrative documents, a bid bond issued by a first rate-bank approved by the Ministry in charge of Finance featuring on the list in document 11 of the tender file of an amount of Three hundred and thirty thousand (330 000) CFA francs, and valid for thirty (30) days beyond the original date of the validity of the offers.

Under pain of rejection, the administrative documents required, must be produced in originals or true copies certified by the issuing service in accordante with the Special Conditions of the invitation to tender. They must not be older than three (03) months preceding the original date of submission of bids of the tender notice.

The opening of the administrative documents, the technical and financial offers shall take place on 31/03/2017 at 12 PM o'clock in the single phase by the Tenders Board attached to the Divisional Delegation of Public Contracts for Sanaga Maritime in its Conference hall. Only bidders may attend or be duly represented by a perron of their choice.

Eliminatory criteria

The eliminatory criteria set the minimum conditions to be fulfilled in order to execute works.subject of the tender. They should not be marked. They should be determined depending on
the nature and the content of works to be executed.
The main eliminatory criteria are:

• absence of sub folds;
• absence of a single administrative document;
• false declaration or fraudulent document;
• omission of a quantified estimated unit price
• non conformity of the submission model
• non execution of a contract for the previous budgetary exercises;
• absence of the declaration of non abandon of a contract and not figuring on the failure list of companies.

Essential criteria
These criteria are the fundamental or key ones that will help to measure the financial and the technical capacity of candidates wishing to execute the works subject of the tender.
The criteria relating to the qualification of candidates and detailed in part N°12. of the call for tender should indicatively be on the following:

• • Financial resources;
• • Experience;
• • Qualification and experience of essential workers;
• • Availability of materials and essential equipment.
• Methodology of works.

The Contracting Authority shall award the contract to the bidder owner whose Offers are administratively conformed, technically eligible, and financially evaluated as the lowest.

Bidders will remain committed to their offers for nineteen (90) days from the deadline set for the submission of tenders.
