Within the framework of the Execution of the 2023 investment budget of the South West Regional Assembly, the President of the South West Regional Executive Council hereby launches an OPEN NATIONAL INVITATION TO TENDER NO 018/ONITISWR/SWRA/ITB/BUEA/2023... OF 11/04/2023.

The works that are subject of the present tender consist of:

Preliminary works;

-       Drilling works;

Design-Cleaning and Development-Pumping test;

-       Superstructure and hand pump installation;

-    Maintenance System.

Eighteen million (18,000,000) FCFA

Participation is opened to all duly ergistered Cameroonian enterprises with the necessary technical and financial capacities who are not under suspension by the authority in charge of public contracts.

Works which form the subject of this invitation to tender shall be financed by Regional Assembly 2023 Budget. With budget heads record numbers and imputation 220150.

The tender file shall be consulted during working hours at Zhu SOUTH WEST REGIONAL ASSEMBLY, precisely at the cabinet of the President of the SOUTH WEST REGIONAL ASSEMBLY (SWRA) as soon as this notice is published.

The file may be obtained from the same address above as soon as this notice is published against a nonrefundable payment of the sum of 20 000 (twenty thousand) francs CFA, payable at the South West Regional Assembly Treasury.

The maximum execution deadline of the work shall be 03 (Three) months from the date of notification of Service Order for the commencement of works.

Each bidder must include in its administrative documents, a bid bond issued by a financial establishment approved by the Ministry in charge of Finance and whose list is found in document No. 11 of the Tender File, and of an amount of Three hundred and sixty thousand (360,000) CFAF and which shall be valid for Thirty (30) days from the day of Submission of the bids.

The offers shall be opened in a single phase. The administrative, technical and financial bids shall be opened on, the 11/05/2023 at 10.00 a.m., local time by the South West Regional Assembly Internal Tenders Board in the conference hall. In the presence of the bidders or duly authorized representatives having full knowledge of the file (power of attorney).

¨       False declaration or forged document,

¨       A technical score of less than 70%,

¨       Absence of quantified unit price,

Ii. Essential (main qualification) criteria

The criteria (assessed in a binary format) relating to the qualification of bidders shall indicatively be on the following:

• Experience of the enterprise
• Key personnel/staff to be mobilised;
• Methodological note/organisation of the work site;
• Equipment put at de disposal of the project;
• Financial capacity.(10,000,000) fcfa
• Company turnover of at least 12 000 000 fcfa Execution deadline.

The jobbing order shall be awarded to the bidder whose bid is in conformity with the dispositions of the tender file and on the basis of the lowest bid and technically qualified, in accordance with article 99(a) of the public contracts code. That is, it shall be awarded to the bidder with a satisfactory technical score and the lowest financial offer.

Bidders will remain committed to bids for 90days from the deadline set for the submission of bids.
