Within the framework of the 2023, the Mayor of BAREI Council, Contracting Authority, hereby launches on behalf of BARE Council, in emergency procedure, an open national invitation to tender for the maintenance of access stairs et foot bridge of MBANG-EBONDO (VILLAGE­BAREKO) tourist site, BARE SUBDIVISION, MUNGO DIVISION, LITTORAL REGION..

The services to be provided include:

• Preliminary works and earth work
• Masonry-concrete steel
• Metal carpentry
• Painting

Participation in this invitation to tender is opened to Cameroonian Law Firms that fulfill the requirement of this Tender with justification of Technical and Financial means to execute the work.
However, companies having works abandoned or in progress will not be able to take part.

These works are financed by the Public Investment Budget of MINTOUL, part of the fiscal years 2023 for an estimated amount of:

The tender file can be obtained as from the publication of the present invitation to tender at the Bare Council, Internal Unit of Public Contract Management (CPCM) situated in the Secretry of the mayor, upon presentation of BARE Municipal receipt attesting the payment of a non­refundable sum of 35 000 FCFA, at Bare Municipal Treasuary.

Each offer drafted in English or French in seven (07) copies including one (1) original and six (06) copies, marked as such should reach to  MOUNGO DIVISION, Disional Tender Board at Nkongsambal, not later than 16/05/2023 at 12 O'CLOCK local time and should carry the inscription:

The maximum execution deadline provided for by the Project Owner for the execution of the works of this tender shall be a ninety Days (03) months Phase 1, and one six (06) months Phase 2 , as from the date of notification of the service order to start the works

The bids shall be opened at once. Both administrative documents, technical and financial offers shall be opened on 16/05/2023 at 13 O'CLOCK by the Divisional Tender Board at Nkongsamba
Each bidder may attend the opening session or may be represented by a person of his choice, having an expert and excellent knowledge of the offers.

Eliminatory criteria
a) Absence of the bid bond;
b) Absence after a deadline of 48 hours of a single administrative document at the time of the opening of the bids;
c) False declaration in the Tender file of the Bidder no matter the file; For This effect the contracting authority and ITB has the reserves and right to authentify all the documents which seems not to correct.
d) Non acceptance of contract such as (CCAP et CCTP not paraph, not signed and dated at the end);
e) Absence in the Technical file of:
Declaration that the Bidder by honor is not among the enterprise or group of enterprise that have abandon projects for the past Three (03) years and who have not been on the list of suspended enterprises by Ministry Of Public Contracts,
Qualification and experience of the works conductor;
f) Absence of a quantified element in unitary price enclosure or modification of a bill of quantity;
g) Absence of a soft world file or folder (in USB key) for technical and financial submission;
h) Non satisfactory of 80% of Essential Criteria.

Essential Criterias :
i) References of the Enterprise ;
ii) Availiability of materials and Essential Equipment;
iii) Methodology and Planning of Execution;
iv) Acceptance of the clauses contract.
Each file declared technically conform most satisfy all eliminatory criterias and have at least 80% of the Essential Criterias mention above. Evaluated in conformity with the table of Evaluation the Technical file.
N.B: In addition to the tax stamp, each administrative file must bear a municipal stamp subscribed to the municipal revenue of the-Town Hall of Bare, and failure to comply with this criterion, and 80% of yes results in the elimination of the candidate.

The Mayor of BARE Council, Contracting Authority, will award the Contract to the Bidder technically qualified and evaluated lowest Bidder (not anormally low) after verification and correction of the prices unity and judge substantially in conform to the Tender File Documents.

Bidders will remain committed to the offers during ninety (90) days, from the deadline set for the submission of tenders.
